The resolution of the government of the Russian Federation  of 26.11.2015  No. 1268 established rules by which the subject of small business will be able to declare in supervisory authority an exception of data on himself of the annual plan of checks. It is also defined, what documents for this purpose will be required who and in what time will consider the application.

The ban on carrying out planned inspections of subjects of small business during the period is established from January 1, 2016 to December 31, 2018. The exception is made by the enterprises which made gross violations which caused administrative stay of their activity, stay or cancellation of the license, disqualification in the previous three years.

The resolution of the government of the Russian Federation of December 29, 2015 No. 1480 significantly expanded the list of cases of the conclusion of the contracts of life cycle (CLC).

Introduction of the Unified register of subjects of SAB will allow to define quickly belonging of the enterprises to subjects of small and average business, and also to receive summary information on all subjects of small and average business of the region.

The resolution of the Government of the Russian Federation No. 1442 approved an order of establishment of annual volume of purchase of innovative and hi-tech production, the requirement to the annual report on such purchase, including at subjects of small and average business.

Within creation of national guarantee system in JSC MSP Corporation (further – Corporation) the meeting of working subgroup concerning development of the Standard of providing guarantee support to subjects of small and average business in which the director of NO "Guarantee fund of the Republic of Tatarstan" Sergey Bolotayev took part took place on January 14, 2015.

So, following the results of coverage of the population having access to the state and municipal services in Russia following the results of 2015 at planned value of 90% actually which is carried out by regions together with the Ministry of Economic Development of the Russian Federation of work I made 94,2%. It is about 12 thousand points over all country, from them about 2,7 thousand are MFTs, about 10 thousand – territorially separate divisions in small settlements. 

The federal law of 29.12.2015 No. 407-FZ "About modification of separate acts of the Russian Federation and recognition become invalid for separate provisions of acts of the Russian Federation" made changes to the Federal law of 02.07.2010 N 151-FZ "About microfinancial activity and the microfinancial organizations".

The main objective of Fund is delivery of the loans to subjects of small and average business occupied in priority branches of economy (the agriculture, construction, production and processing including providing import substitution, services, innovations).

On expert discussion questions of improvement of legal bases of strategic planning, coordination of strategic management and the budgetary policy, and also modification of the Law "About Strategic Planning in the Russian Federation" were discussed.
