Artyom Zdunov within the VII Gaidar forum "Russia and the world: the prospection" made the report on expert discussion "Strategic planning as a basis of the effective state"

The Minister of Economics of the Republic of Tatarstan Artyom Zdunov made a speech on January 14, 2016 at expert discussion "Strategic planning as a basis of the effective state" within the VII Gaidar forum "Russia and the world: prospection".

On expert discussion questions of improvement of legal bases of strategic planning, coordination of strategic management and the budgetary policy, and also modification of the Law "About Strategic Planning in the Russian Federation" were discussed.

The chairman of the Russian State Duma Committee on economic policy, innovative development and business Anatoly Aksakov, the director of the department of long-term strategic planning of the Ministry of Finance of the Russian Federation Vladimir Kolychev, deputy governors of Tomsk and Arkhangelsk areas Andrey Antonov and Alexey Grishkov, the management of institutes, experts took part in discussion.

As the moderator of expert discussion the director of the department of strategic development of the Ministry of Economic Development of the Russian Federation Vyacheslav Fedorishchev acted.

Artyom Zdunov in his performance told about the created system of strategic planning of the Republic of Tatarstan, the developed documents in this sphere. Now Tatarstan is faced by a task to promote development of strategic documents in municipalities. For this purpose in the region methodical recommendations about implementation of strategic planning at the municipal level are approved. The strategic documents developed at the local level will be agreed with the municipalities entering one economic zone regarding implementation of intermunicipal projects. It is connected with that only at intermunicipal interaction it is possible to develop the documents answering to modern ideas of quality of documents of strategic planning.

Artyom Zdunov noted that it would be impossible to develop effective system of strategic planning in the republic without coordination of interaction of interested parties. He suggested to carry out similar work and at the federal level, namely to involve authorities, business and science of regions in development of strategic documents. Besides, carrying out sessions on development of the relevant documents in territorial subjects of the Russian Federation that will allow as to create the general vision of the key directions of development of regions was offered, and to redistribute excessive loading from Moscow and the Moscow region on other regions of Russia.
