n August 4, at a session of the Economic Council at Tatarstan Cabinet of Ministers held by Tatarstan President Rustam Minnikhanov, members of the council discussed current situation at labour market and personnel training for economic sectors.

Speaking at the session, Rustam Minnikhanov said that further innovative development of economy and modernization of industry are impossible without training of highly skilled staff and increase of labour efficiency.

He noted that the all-time low official unemployment level was registered in Tatarstan for the last decades, - 15900 people (0.77 per cent of economically active population). At the same time, the need for highly skilled staff is increasing. Major industrial enterprises are experiencing staff shortage. The number of vacancies is 47,000.

We have got extensive plans for further development, which consist in Special Economic Zone “Innopolis” and “Alabuga”, “Smart City Kazan”, development of Kama industrial cluster, oil-gas and petrochemical sectors. All the mentioned projects require highly skilled staff.

Rustam Minnikhanov believes that cooperation between higher educational institutions, industrial enterprises and businesses is important. The balance of human resources should be maintained, and enrollment at professional educational institutions should meet market criteria, the President said. Also, labour migration needs to be increased in the republic, he continued.

Minister of Labour, Employment and Social Protection Airat Shafigullin reported on current situation at labour market. Among urgent problems he pointed out shortage of qualified staff, quality of staff training, and low labour mobility of population.

Airat Shafigullin suggested working out co-financing mechanisms of municipal employment programmes.
The Government of the Russian Federation accepted the order about carrying out annually, since 2014, the All-Russian competition "The Best Multipurpose Center of Russia". The order is developed by the Ministry of Economic Development of the Russian Federation for realization of Orders of the Russian Prime Minister following the results of meeting about development of the MPC network in subjects which Dmitry Medvedev carried out on December 4, 2013 (No. DM-P16-90pr). Carrying out competition is directed on identification and encouragement of the best the practician of the organization of providing the state and municipal services in the principle of one window in subjects of the Russian Federation, and also the most effectively working employees of MPC.

At the same time, the need for highly skilled staff is increasing. Major industrial enterprises are experiencing staff shortage. The number of vacancies is 47,000.

The figures of social wellbeing of Russian citizens are at record levels for the third month in a row and the index of assessing economic situations reached historical maximums in July, the All-Russia Public Opinion Research Center (VTsIOM) said on Tuesday, reports Interfax.

Sociologists calculated the index of Russian satisfaction with life, which rose to a record level (79 points) in June and maintained this level in July (78 points).

The index of social optimism is 77 points, against 72 points in January, the VTsIOM said.

In July the index of financial positions kept the record set last month and was 76 points. This figure is growing for the fifth year in a row, at that 2009 level is lower than today's by 34 points (42 points).

Small and medium entrepreneurship’s development workshop of Tatarstan Economy Ministry took place in Alabuga special economic zone today. Tatarstan State Council Chairman Farid Mukhametshin participated in the meeting, and all heads of municipal governments were invited. Along with them, Tatarstan Minister of Economy Midkhat Shagiakhmetov, Alabuga’s CEO Timur Shagivaleyev and other officials attended the conference.

“We gathered to discuss topical issues of small and medium businesses’ development, particularly while the West creates obstacles for our economy and restricts opportunities. Many big businesses of the republic are sensitive to sanctions; Tatarstan economy’s growth slowed down slightly in the first six month of 2014,” Farid Mukhametshin noted.

In the Ministry of Economy of the Republic of Tatarstan the meeting on discussion of participation of the medical organizations of primary link in action of the state financial support "Development of leasing of the equipment : subsidizing of expenses of subjects of small and average business on payment of the first contribution (advance payment) under the contract of leasing of the equipment (LIZING-GRANT)" took place on July 30, 2014. Representatives of Ministry of Health of the Republic of Tatarstan, Chamber of Commerce and Industry of the Republic of Tatarstan, State Budgetary Institution Center of Support of Business of the Republic of Tatarstan, and also the private medical companies of the Republic of Tatarstan took part in meeting.
An innovative areal cluster in nanotechnology sphere will be set up in Tatarstan.

The cluster development of Idea technopark is a model of fast growth of nanotechnology sphere in the republic. It is focused on republic economy’s preferred spheres such as petrochemicals, engineering and new materials, automation and tool engineering, medicine and pharmaceuticals, as well as aviation and space.

Small companies will be set up in the framework of the project to satisfy demands of the republic’s industrial enterprises. The cluster will facilitate to introduce innovations into special goods, increase production capacity and consumption of nanotechnology in Tatarstan. Among the tasks are development of hi-tech military industry companies, attraction of small and medium business to defense industry and contribution to Tatarstan’s investment prospects, Tatarstan Economy Ministry’s press service reports.

Total amount of funding under the Leasing-Grant program will be over 500 million rubles. The federal and the republic budgets will allocate 555 million rubles in Tatarstan this year. Tatastan Minister of Economy Midkhat Shagiakhmetov reported about that at a briefing in the cabinet on 30 July, regarding The Measures to Support Small and Medium Enterprises in Tatarstan in 2014 decree.

The speaker emphasized the main measure was to subsidize advance payment program under Leasing-Grant.
The program will cover over 70 percent for enterpreneures who implements family and lifestock projects with Tatarstan Agriculture and Food Ministry’s support under leasing agreement. Also, it will cover over 50 percent for industrial area residents at municipal level," Midkhat Shagiahmetov said.

According to the repoter, the capitalization of republic quarantee fund was increased in order to broaden credit resources available for small and medium enterprise’s sphere this year for widening enterpreneuers’ oppotunities.

In pursuance of requirements of the Federal law of 26.12.2008 No. 294-FZ "About protection of the rights of legal entities and individual entrepreneurs at implementation of the state control (supervision) and municipal control" the Ministry of Economics of the Republic of Tatarstan starts forming the plan of checks of the enterprises which are carrying out preparation, storage, processing and realization of scrap of ferrous metals, non-ferrous metals for 2015.

 The bases for inclusion of the legal entity (individual entrepreneur) in the plan of checks are defined by point 8 of article 9 of the specified law.

Order of the Government of the Russian Federation of 29.07.2014 No. 1398-r is approved the the list of monotowns of the Russian Federation. The list includes 313 municipalities which are divided into 3 categories depending on their social and economic situation: Category 1. Monotowns with the most difficult economic and social situation (including with problems of functioning of the city-forming organizations). From the Republic of Tatarstan on this category the list included monotowns Zelenodolsk and Kamsky Polyany. Category 2. Monotowns with risks of deterioration of economic and social situation. From the Republic of Tatarstan this category included the monotown of Yelabuga. Category 3. Monotowns with a stable social and economic situation. From the Republic of Tatarstan on this category the list included the monotowns Mendeleevsk, Naberezhnye Chelny, Nizhnekamsk.
