The fund of assistance to development of small forms of the enterprises in the scientific and technical sphere continues order taking on realization of the 1st stage of the Start-2015 program directed on granting grants to the small innovative enterprises.

The legal entities operating not less than 2 years, corresponding to No. 209-FZ of 24.07.2007 and having revenue of the enterprise no more than 1 million rubles a year, and also the individuals who submitted applications with the attachment of necessary documents in information system of Fund of assistance can take part in competition.

According to the resolution of the Cabinet of Ministers of the Republic of Tatarstan from 01.06.2015 No. 391 in the republic comes to the end a final stage of selection of winners within the competition "The Best Territorial Public Self-government of Year of the Republic of Tatarstan".

166 projects of territorial public self-managements of the republic took part in Competition.

Today the concept of creation of the territorial isolated innovative and production center "Innokam" was presrnted to the acting president of the Republic of Tatarstan Rustam Minnikhanov. 

Rustam Minnikhanov during presentation of the project noted that today the Kamsky industrial zone is the main point of growth of economy of the region. 

According to Rustam Minnikhanov, creation of the concept of the Innokam center found support of the federal government, the plan of work on the concept is approved. 

The acting President of Tatarstan reported that the developer of the concept is the Russian academy of national economy and public service. 

Further the presentation of the concept of creation of the territorial isolated innovative and production center "Innokam" took place. 

In the State Duma of the Russian Federation supported the bill of obtaining by Russians the second international passport which was submitted for consideration on April 24, 2015. According to the bill, any citizen of the Russian Federation at desire and with observance of the established rules and restrictions can "be made out and be given during the period of validity of its first international passport the second international passport".

On July 20 and 23, 2015 the non-profit organization "Fund of Support of Business of the Republic of Tatarstan"  held meetings of the commission on consideration of demands from subjects of small and average business of the Republic of Tatarstan for receiving microloans.

The fund provides to subjects of small and average business microloans to 1 million rubles for a period of up to 3 years at the rate to 10% per annum.

The commission considered 7 demands from SSMB of RT for the total amount of 6 650 000 rubles. Following the results of a meeting the decision to give out 5 microloans for the total amount of 2 965 000 rubles, on condition of elimination of the remarks revealed by the commission was made.

On July 21, 2015 in the Ministry of Education and Science the working meeting with participation of representatives of the Ministry of Economics of the Republic of Tatarstan, and also the large enterprises of the republic devoted to discussion of prospects of an embodiment in life in the territory of the republic of a strategic initiative "New model of the system of additional education of children" realized within execution of the agreement of intent between Tatarstan and Agency of strategic initiatives took place.

This document was signed by the acting President of the Republic of Tatarstan Rustam Minnikhanov within the St. Petersburg International Economic Forum 2015. The republic was included into a 4 of pilot regions for approbation of the relevant initiative.

On July 20, 2015 the Deputy prime minister of the Republic of Tatarstan Vasyl Shaykhraziyev held a meeting of the working group on discussion of the bill of the Republic of Tatarstan "On modification of separate acts of the Republic of Tatarstan" and the draft of the resolution of the Cabinet of Ministers of the Republic of Tatarstan "On the approval of the Plan of measures on increase of values of indicators of availability to disabled people of objects and services (road map) of the Republic of Tatarstan for 2016 - 2020".  

This bill is developed by the Ministry of Labour, employment and social protection of RT for reduction in compliance with the Federal law of December 1, 2014 No. 419-FZ "About modification of separate acts of the Russian Federation concerning social protection of disabled people in connection with ratification of the Convention on the rights of disabled people". 

According to the Federal law of July 13, 2015 No. 265-FZ "About modification of separate acts of the Russian Federation" administrative responsibility for non-execution of the state and municipal contracts is established.

This type of responsibility extends on officials of the customer, and also on the individual entrepreneurs and legal entities who are performers of the contract in case of causing essential harm to the interests of society and the state protected by the law. The concept "essential harm" is subjective now and isn't regulated by standards of the Code of Administrative Offences.

On July 13, 2015 the Federal law "About the state registration of real estate" No. 218-FZ is signed. It will come into force since January 1, 2017.

According to the adopted law before registration of right on the property  for a land parcel or the house it won't be necessary to submit the separate application for the cadastral account to cadastral chamber. The applicant will address at once to body of Federal Registration Service or the multipurpose center of providing the state and municipal services with documents for the cadastral account and for registration of the right. 

On July 20, 2015 in the Alpine skiing sports Kazan complex within the IV International educational forum "Summer Campus of Presidential Academy" there took place the business game "Tatarstan — a Magnet for the Best".

Participants were presented by students from the Republic of Tatarstan, Moscow, St. Petersburg, and other cities of Russia. The Minister of Economics of the Republic of Tatarstan Artyom Zdunov, representatives of the Ministry of Education and Science of RT, the Ministry of affairs of youth and sport of RT, and also the Kazan (Volga) Federal University acted as experts
