We invite representatives of enterprise community, members of the self-regulating organizations to take part in discussion of changes to the law on the self-regulating organizations (SRO) developed by the Ministry of Economic Development of the Russian Federation regarding their coordination with the bill "About the State and Municipal Control (Supervision) in the Russian Federation".

On the site of the Open Government the protocol of meeting at the Minister of questions "Open Government" Mikhail Abyzov which took place on July 21, 2015, containing instructions about completion of amendments to this law is published.

The Ministry of Economic Development of the Russian Federation recommended to finish the project taking into account the expert opinion regarding work of SRO till September 1, 2015 and to carry out with Advisory council at the Government of the Russian Federation, association of businessmen and the business ombudsman's device public discussion of the project.

On this action it is planned to acquaint specialists of regional administrations with methods of the solution of problems of cooperation of economic entities on experience of the Aktanyshsky area which masters this program since December, 2014.

Among attendees representatives of regional administrations there will be deputies on economy and agriculture, also as a part of delegations there will be organizations which are engaged in trade and processing of raw materials. From the Ministry of Economics there will be a representative of Fund of support of business of RT Bulat Shaykhraziyev.

The national association of innovations and of information technologies development (NAIITD) sums up the results of "A rating of innovative activity of regions 2014".

The general growth of innovative activity became the main result of research. The general innovative index of territorial subjects of the Russian Federation grew more than 12% that is the highest rate in recent years.

The president of NAIITD Olga Uskova noted that "according to the data obtained by us, one of the main reasons for increase of activity of territorial subjects of the Russian Federation is implementation of the import substitution program. It is confirmed as opinion of the most part of their representatives (according to sociological poll of NAIITD 57% of respondents representatives of territorial subjects of the Russian Federation agreed with it), and positive dynamics on a number of indicators: to number of new startups (average height for 13%) and technologies (8%), the taken-out patents (5%) and others".

Business community took the most active part in development of the document expanding possibilities of access of small and medium-sized enterprises to the purchases which are carried out according to 223-FZ .The bill is urged to increase transparency of purchases of separate types of legal entities, including by introduction of easy and clear ways of purchases, formation uniform purchasing in the large holding companies.

The Chamber of Commerce and Industry of the Russian Federation acted as one of initiators of amendments to part of regulation of activity of the electronic trading platforms (ETP). So far, according to the Ministry of economic development, in Russia more than 150 ETP conducting the auction on 223-FZ are. Some of them are registered in offshore jurisdictions, their owners are unknown. On a number of platforms only 1-2 procedures of purchases were carried out.

On August 3 amendments to the Federal law "About contract system in the sphere of purchases of goods, works, services for ensuring the state and municipal needs" will come into force. They impose a ban on implementation of the purchases at suppliers which are the offshore companies from the point of view of the Ministry of Finance of the Russian Federation.

In the State information system of the Republic of Tatarstan "National control" including directed receiving from citizens of information on work of authorities new categories are entered.

So, there are 17 new categories in the Corruption Counteraction direction on spheres, among which are: housing and communal services, informatization, preschool education, the general education, the higher education, health care, the social sphere, the industry, trade, ecology, improvement of territories, capital repairs, agriculture, business, transactions with the earth (on complaints to the local governments authorized on the order by the land plots), government procurements, transport and road economy. As moderators of these categories various ministries and departments of the Republic of Tatarstan under which authority the specified questions act. 

According to the resolution of the government of the Russian Federation of December 17, 2012 No. 1317 "About measures for implementation of the Decree of the President of the Russian Federation of April 28, 2008 N 607 "About an assessment of efficiency of activity of local governments of city districts both municipal areas" and the subparagraph "i" point 2 of the Decree of the President of the Russian Federation of May 7, 2012 No. 601 "About the main directions of improvement of system of public administration" for carrying out an assessment of efficiency of activity of local governments of the Republic of Tatarstan  monitoring of efficiency of activity of local governments of city districts and municipal areas for 2014 is carried out and the Summary report on results of monitoring of efficiency of activity of local governments of city districts and the municipal regions of the Republic of Tatarstan following the results of 2014 is prepared.

Strategy and the concept of development Innokam is developed at the level of the government of the Russian Federation. In medium-term prospect Innokam will become one of territories of the advancing development in Russia.

Heads of the highest and average educational institutions, businessmen took part in action. The meeting was held by the deputy head of department of economic development and support of business Radmir Belyaev and the vice-president of the Kamsky cluster "Innokam" Leysan Abzalilova.

The status of the territory of the advancing development (TAD) will be provided to the selected monotowns for a period of 10 years, thus in these TAR's the federal part of income tax will be updated.

It was declared by the Minister of Economic Development of the Russian Federation Alexey Ulyukaev at the meeting at the prime minister Dmitry of Medvedev devoted to creation of TAD in monotowns.
