At the public chamber of the Russian Federation there assed "zero readings" of the bill "About modification of the Federal law "About purchases of goods, works, services as separate types of legal entities"

Business community took the most active part in development of the document expanding possibilities of access of small and medium-sized enterprises to the purchases which are carried out according to 223-FZ .The bill is urged to increase transparency of purchases of separate types of legal entities, including by introduction of easy and clear ways of purchases, formation uniform purchasing in the large holding companies.
The Chamber of Commerce and Industry of the Russian Federation acted as one of initiators of amendments to part of regulation of activity of the electronic trading platforms (ETP). So far, according to the Ministry of economic development, in Russia more than 150 ETP conducting the auction on 223-FZ are. Some of them are registered in offshore jurisdictions, their owners are unknown. On a number of platforms only 1-2 procedures of purchases were carried out.
With participation of representatives of "the SUPPORT of Russia", the representative's device on protection of the rights of businessmen, the large companies with the state capital the working group on formation of criteria which could and have to correspond, from the point of view of business, those electronic platforms which will work within the law No. 223-FZ. Work of platforms needs to be constructed so that it was easiest for small and medium-sized companies to participate in procurement procedures thanks to their unification, and also due to expansion of opportunities of supervisory authority for protection of the rights of conscientious participants of purchases.
In general, from our point of view, adoption of the bill will promote extension of the list of the customers using budgetary funds (in particular, autonomous non-profit organizations, other types of structures subordinated to the state) which purchases will be controlled by the state, it is reported on the site of "The Russian newspaper".
Tatarstan citizens aged 18 to 35 can participate in the federal competition of scientific research projects "UMNIK", the winners of which will receive a grant of 500 thousand rubles for the subsequent commercialization of a scientific startup.
A meeting of the working group on ensuring the sustainable development of the economy of the Republic of Tatarstan was held under the chairmanship of Deputy Prime Minister - Minister of Economy of the Republic of Tatarstan Midkhat Shagiakhmetov.
On April 24, 2026, Elena Filippova, Head of the Regulatory Impact Assessment and Competition Development Department of the Ministry of Economy of the Republic of Tatarstan, participated in the interregional round table "The Digital Future of the Regions: Introducing digital Tools into Regulatory Impact Assessment", organized by the Department of Economic Policy and Development of the City of Moscow.
Yesterday, the Ministry of Economy of the Republic of Tatarstan, chaired by Deputy Prime Minister of the Republic of Tatarstan - Minister of Economy of the Republic of Tatarstan Midkhat Shagiakhmetov, held a meeting with representatives of business associations and public organizations of the Republic. The event was attended by representatives of the Association of Small and Medium-sized Businesses of the Republic of Tatarstan and the Vysokogorsky Municipal District of the Republic of Tatarstan.
