On March 16, 2015 at a meeting of the Russian Government Commission on Lawmaking the draft of the federal law "About modification of the Federal law "About the state registration of legal entities and individual entrepreneurs" was considered and approved (further – the bill). The bill provides reduction of term of providing the state service in registration of legal entities and individual entrepreneurs from five to three days.

The bill is urged to promote creation of the favorable environment for opening of business and attraction of foreign investments. So, in the countries – leaders of an annual rating of the World bank "Vedeniye Businessa" (New Zealand, Australia, Singapore) reflecting investment appeal of this or that country, time of registration of the enterprises makes no more than three days.

On April 23, 2015 in Public chamber of the Russian Federation discussed prospects of distribution of procedure of an assessment of the regulating impact on the bills developed by the State Duma of the Russian Federation and other legal entities of a legislative initiative. 

It is known that the purpose of ARI is definition of possible positive and negative consequences of adoption of the draft of the act: identification of excess duties, requirements and restrictions for citizens and legal entities.

In December, 2014 the Secretary of Public chamber of the Russian Federation Alexander Brechalov addressed to the President of Russia Vladimir Putin with the offer to extend institute of an assessment of the regulating impact on the regulations initiated by the State Duma and other legal entities of a legislative initiative. On March 12, 2015 the affirmative answer was received.

According to the director of the department of an assessment of the regulating influence of the Ministry of Economic Development of the Russian Federation Vadim Zhivulina the Government introduces in the State Duma on average three times more bills, than is planned, load of system of decision-making annually increases by 10-20%, in 2014 the ORV procedure was undergone only by 328 bills from 1688 brought, thus it was accepted a little more than a third of documents.

Article 14 of the Federal law "About contract system in the sphere of purchases of goods, works, services for ensuring the state and municipal needs" of 05.04.2013 No. 44-FZ is planned to add with the provision on a duty of the state and municipal customers to publish in uniform information system (further – EIS) justification of impossibility or inexpediency of observance concerning purchase of a ban on the admission or restrictions on the admission of goods, works, services for implementation of purchases. The order of publication of the report in EIS will be established by the Government of the Russian Federation.

Thus, it is planned to oblige customers to prove impossibility of purchase of domestic goods.

The Ministry of Economics of the Republic of Tatarstan reminds that competitive selection of subjects of small and average business of the Republic of Tatarstan for providing the state support in a form of subsidies according to the LIZING-GRANT program is declared from April 23, 2015 to May 22, 2015 

Order taking for participation in competitive selection is carried out by GKU "Center of Implementation of Programs of Support and Development of Small and Average Business of the Republic of Tatarstan" (The center of support of business of the Republic of Tatarstan) Monday through Thursday from 9.00 till 18.00, on Friday from 9.00 till 16.45 Moscow time, to the address: Kazan, Moskovskaya St., 55, 125 an office, and also in representations of the Center of support of business of the Republic of Tatarstan.

The minutes of Government Commission on Administrative Reform of April 14, 2015 No. 141 fixed inclusion in the list of "pilot" control supervisory authorities in which activity since 2015 the risk - the focused approach will take root, of Emercom of Russia, Federal Service for Labour and Employment, Federal Service for the Oversight of Consumer Protection and Welfare (Rospotrebnadzor), Federal serve on ecological, technological and nuclear supervision (Rostekhnadzor) and Federal Tax Service.

Provisions risk - the focused model were stated in the draft of the federal law on the federal, regional and municipal control in the Russian Federation developed by the Ministry of Economic Development of the Russian Federation. Now the given bill is sent in subjects of the Russian Federation for consideration. The bill suggests to change approaches to business checks. Instead of problems of search of violators and imputation of penalties, the ministry enters concept risk - the focused model at which the authorities will work by the principle of minimization of potential threats, and in an ideal have to consider as test actions will affect businessmen.

When carrying out the government and municipal procurements the customer or authorized body have to prove the initial (maximum) price of the contract. For this purpose it is necessary to use one of the methods listed in p.1 Art. 22 of the Federal law of 05.04.2013 No. 44-FZ "About contract system in the sphere of purchases of goods, works, services for ensuring the state and municipal needs":

The association of innovative regions of Russia prepared the updated rating of innovative regions consisting of 23 indicators characterizing development of innovative activity in regions of the Russian Federation.

11 regions in which value of an index of innovative development exceeds 130% of an average about the country of level became leaders of a rating. The first five included Moscow, St. Petersburg, the Republic of Tatarstan, the Nizhny Novgorod and Kaluga areas. The Republic of Tatarstan steadily is among leaders and holds the 3rd place the third year in a row.

n April 25-26, 2015  final games on volleyball within the 5th Sports contest of public servants of the Republic of Tatarstan passed. Games took place on the Olympic system (the lost team leaves).

The team of the Ministry of Economics of the Republic of Tatarstan won in 1/8 finals against team of Audit Chamber of the Republic of Tatarstan, and in a quarterfinal conceded to team of Management of judicial department in the Republic of Tatarstan. 

Following the results of competitions our team took 5-8 place. On the first place command of the Device of the President of the Republic of Tatarstan, on the second - team of the Ministry of ecology and natural resources of the Republic of Tatarstan, on the third place - team of the Ministry of Agriculture and the food of the Republic of Tatarstan.

In the overall ranking of the Sports contest following the results of three types of competitions first place is won by the Device of the President of the Republic of Tatarstan. 

Today in Kazan there take place the city community work day and the republican stock "Day of Landing of the Wood". The staff of the Ministry of Economics of the Republic of Tatarstan took active part in both actions. Within a community work day the territory, adjacent to the ministry building, was improved, clear-out on workplaces is carried out.

Also sanitary cleaning and improvement of a forest belt on Minskaya St. of Kazan, near the house No. 37 was organized.
