In Public chamber of the Russian Federation discussed prospects of distribution of the ORV procedure on the bills developed by the State Duma of the Russian Federation

On April 23, 2015 in Public chamber of the Russian Federation discussed prospects of distribution of procedure of an assessment of the regulating impact on the bills developed by the State Duma of the Russian Federation and other legal entities of a legislative initiative. 

It is known that the purpose of ARI is definition of possible positive and negative consequences of adoption of the draft of the act: identification of excess duties, requirements and restrictions for citizens and legal entities.

In December, 2014 the Secretary of Public chamber of the Russian Federation Alexander Brechalov addressed to the President of Russia Vladimir Putin with the offer to extend institute of an assessment of the regulating impact on the regulations initiated by the State Duma and other legal entities of a legislative initiative. On March 12, 2015 the affirmative answer was received.

According to the director of the department of an assessment of the regulating influence of the Ministry of Economic Development of the Russian Federation Vadim Zhivulina the Government introduces in the State Duma on average three times more bills, than is planned, load of system of decision-making annually increases by 10-20%, in 2014 the ORV procedure was undergone only by 328 bills from 1688 brought, thus it was accepted a little more than a third of documents.

"Strengthening of dynamics of rule-making process causes fears and concern of a business community and business community — they need accurate and clear mechanisms of impact on a situation. In Russia more than 700 legal entities of a legislative initiative which law-making process needs to be made more transparent and open" — Zhivulin considers.

The Ministry of Economic Development of the Russian Federation and Public chamber of the Russian Federation agreed in opinion that the ORV procedure has to precede the second reading when the concept is approved, and the majority of amendments are already introduced. It will allow to save personnel and organizational resources.
