"Pilot" control supervisory authorities in work of whichthe risk - the focused approach will take root are defined

The minutes of Government Commission on Administrative Reform of April 14, 2015 No. 141 fixed inclusion in the list of "pilot" control supervisory authorities in which activity since 2015 the risk - the focused approach will take root, of Emercom of Russia, Federal Service for Labour and Employment, Federal Service for the Oversight of Consumer Protection and Welfare (Rospotrebnadzor), Federal serve on ecological, technological and nuclear supervision (Rostekhnadzor) and Federal Tax Service.
Provisions risk - the focused model were stated in the draft of the federal law on the federal, regional and municipal control in the Russian Federation developed by the Ministry of Economic Development of the Russian Federation. Now the given bill is sent in subjects of the Russian Federation for consideration. The bill suggests to change approaches to business checks. Instead of problems of search of violators and imputation of penalties, the ministry enters concept risk - the focused model at which the authorities will work by the principle of minimization of potential threats, and in an ideal have to consider as test actions will affect businessmen.
