The resolution of the government of the Russian Federation of May 19, 2015 No. 479 approved requirements to the statement and an order of development of regulations about rationing in the sphere of purchases of goods, works, services for ensuring federal needs, to contents of the specified acts and ensuring their execution.

The resolution defined requirements for development of regulations for rationing of the Government of the Russian Federation and federal public authorities. The term of public discussion of these documents has to make not less than 7 calendar days from the date of placement of the project in uniform information system in the sphere of purchases.

On June 5, 2015 in the Ministry of Economics of the Republic of Tatarstan the First Deputy Minister of Economics of the Republic of Tatarstan director of the department of development of business Rustem Sibgatullin held meeting on a question of the approved Program of stimulation of crediting of subjects of small and average business. The director of Fund Sergey Bolotayev, representatives of the republican ministries, public organizations and banks took part in action.

Wel remind that the program is developed by JSC Non-bank Deposit and Credit Institution Agentstvo creditnykh garanty together with the Central Bank of the Russian Federation. According to this Program the granted loans are target and modernizations and reconstruction of production, start of the new projects or actions coordinated by the final borrower with bank can be used only for acquisition of fixed assets (in case of the loans granted for replenishment of current assets of subjects of SMB). 

On June 05, 2015 in the Ministry of Economics of the Republic of Tatarstan the meeting on consideration of possibility of implementation of the project of JSC Rusteplokom on construction of plant of thermal equipment in the territory of the Aktanyshsky municipal region of the Republic of Tatarstan took place.

Representatives of the Ministry of Economics of the Republic of Tatarstan, Executive committee of the Aktanyshsky municipal region of the Republic of Tatarstan, JSC Ak Bars Bank, and also JSC Rusteplokom took part in meeting. 

On June 5, 2015 the meeting of Committee on engineering of Association of innovative regions of Russia took place in Moscow.

The head of department of investment and innovative activity of the Ministry of Economics of the Republic of Tatarstan Boris Mikhaylov participated in a meeting of Committee from the Republic of Tatarstan.

The Ministry of Economics of the Republic of Tatarstan forms the application for participation in competitive selection of subjects of the Russian Federation to  budgets of which subsidies from the federal budget for the state support of small and average business will be provided.

Competition is held by the Ministry of Economic Development of the Russian Federation according to the departmental order of March 27, 2015 No. 167 "About the statement of conditions of competitive selection of subjects of the Russian Federation to which budgets subsidies from the federal budget for the state support of small and average business, including country (farmer) farms, and requirements to the organizations forming infrastructure of support of subjects of small and average business are provided".

Waste and scrap of non-ferrous and ferrous metals were included into the list of significantly goods, important for domestic market of Russia. The corresponding order is published on the site of the Government of the Russian Federation.

Today in the Russian market in certain regions deficiency of scrap metal is observed. Inclusion in the list of waste and scrap of non-ferrous and ferrous metals allows to enter and apply measures of non-tariff regulation to these commodity positions quickly. 

We remind that by orders of the Ministry of Economics of the Republic of Tatarstan the Provision on the commission on certification of experts in the field of the state license control in the sphere of preparation, storage, processing and realization of scrap of ferrous, non-ferrous metals and its structure is approved.

According to the Letter of the Ministry of Economic Development of the Russian Federation of March 17, 2015 No. D28i-747 contracts concluded previously with the only supplier which are subject to payment in the current year which price makes less than 100 thousand rubles (item 4 p.1 Art. 93 of the Federal law of 05.04.2013 No. 44-FZ),  aren't included at the plan schedule of the current year as the plan schedule is formed for one calendar year.

Changes are made to the plan schedule in the cases provided by item 15 of notes of the Appe No. 2 to the Order of the Ministry of Economic Development of the Russian Federation No. 761, Federal Treasury No. 20n of 27.12.2011.

On June 5, 2015 in the Ministry of transport and road economy of the Republic of Tatarstan the meeting of the balance commission on consideration of results of financial and economic activity of the enterprises which received losses and lowered profit following the results of the I quarter 2015 took place. During meeting the reasons which influenced decrease in financial results of the enterprises, and also the measures taken on their improvement were discussed. 

The draft of the federal law developed by the Ministry of Economic Development of the Russian Federation "About federal, regional and municipal control in the Russian Federation" was discussed in the Government of the Russian Federation at a subcommittee meeting on improvement of control and supervision. At a meeting the deputy head of the Ministry of economic development Oleg Fomichev announced a number of the forthcoming changes. In department they consider that there has to be the lower limit of number of checks that control bodies couldn't redistribute resources completely at discretion.
