Requirements for preparation of regulations in the sphere of rationing of purchases are developed

The resolution of the government of the Russian Federation of May 19, 2015 No. 479 approved requirements to the statement and an order of development of regulations about rationing in the sphere of purchases of goods, works, services for ensuring federal needs, to contents of the specified acts and ensuring their execution.

The resolution defined requirements for development of regulations for rationing of the Government of the Russian Federation and federal public authorities. The term of public discussion of these documents has to make not less than 7 calendar days from the date of placement of the project in uniform information system in the sphere of purchases.

According to requirements, the resolution of the government of the Russian Federation approving rules of definition of requirements to separate types of goods, works, services has to define:

a) order of determination of values of characteristics (properties) of separate types of goods, works, services;

b) order of selection of separate types of goods, works, services;

c) form of the departmental list.

The regulatory legal act approving rules of definition of standard costs has to define:

a) procedure of payments of standard costs, including calculation formulas;

b) an obligation of federal government bodies to define the corresponding procedure of payments;

c) requirement about definition by federal authorities of standards of quantity and (or) price of goods, works, services.

The above requirements come into force since January 1, 2016.
