The results of the 2nd stage of the competition of the Ministry of Economic Development of the Russian Federation on allocation of subsidies for implementation of complex investment projects on development of innovative territorial clusters of the Russian Federation held within implementation of the Resolution of the government of the Russian Federation of 15.04.2014 No. 316 "About the statement of a state program of the Russian Federation "Economic development and innovative economy" are summed up.

Since August 24, 2015 applications taking for accreditation of legal entities among the estimated companies within implementation of the "Subsidizing of Part of the Expenses to Subjects of Business Connected with Acquisition of the Equipment" program for issue of judgments of determination of market value of the acquired equipment of the Republic of Tatarstan for participation in accreditation according to the resolution of the Cabinet of the Republic of Tatarstan of 19.06.2013 No. 416 "The statement of the Order of selection of subjects of small and average business of the Republic of Tatarstan for providing the state support in the form of subsidies" in edition of the resolution of the Cabinet of the Republic of Tatarstan No. 255 of 15.04.2015 is declared.

NO"The fund of support of business of the Republic of Tatarstan" is the subordinated organization of the Ministry of Economics of the Republic of Tatarstan. One of activities of Fund ‑ granting the loans directed on support and development of small and average business of the Republic of Tatarstan in the following types of economic activity:

- agriculture;

- construction;

- production and processing (including providing import substitution);

- innovations and the activity aimed at the development of science and equipment;

- activity in a services sector.

According to the resolution of the government of the Russian Federation of August 6, 2015 No. 809 "About modification of separate acts of the Government of the Russian Federation" since August 18, 2015 granting an extract from USRLE or USRIE on paper to the legal entity or the individual entrepreneur about itself becomes paid. The size of a payment makes 200 rubles (when providing data no later than five days from the date of receiving the corresponding inquiry by registering body).

Edition of the draft of the federal law "About bases of the state and municipal control (supervision) in the Russian Federation", considered on July 27, 2015 at a subcommittee meeting on improvement of control (supervising) and allowing functions of federal executive authorities at Government Commission on Administrative Reform, despite reduction and some significant reformatting of the text, in essence, doesn't differ from the Russian Federation which earlier was presented to the Government.

At the same time it should be noted that many of essential remarks and the offers stated by the Republic of Tatarstan concerning the initial version of the bill were considered. 

On August 20, 2015 the non-profit organization "Fund of Business Support of the Republic of Tatarstan" (Fund) held the next meeting of the commission on consideration of applications from subjects of small and average business of the Republic of Tatarstan (SSMB) for receiving microloans.

Within annual monitoring of efficiency of institutes of development by Advisory council at the Government of the Russian Federation the independent assessment of activity of JSC RUSNANO, JSC RVK, Skolkovo Foundation, Fund of assistance to innovations and VEB of the Innovation fund was organized. By its results it is noted that the level of performance of development of key indicators of efficiency by institutes in 2009-2014 made 104%. They supported more than 20 thousand innovative companies for the sum about 210 billion rubles (at the capacity of additional raised resources more than 224 billion of rubles). 

During the period from September 14 to September 19, 2015 on the basis of sanatorium "Alushtinsky" (Republic of Crimea)  in the city of Alushta the 20th (anniversary) international scientific and practical conference on problems of innovative development of the states and regions "Problems and prospects of innovative development of economy" will pass.

Anniversary conference will be devoted to the following questions: innovative development of economy as strategic priority of the state; questions of training for technological branches of economy; a role of Chambers of Commerce and Industry and public organizations in formation and realization of innovative model of development of economy; a youth role in activization of innovative activity; modern methods of the organization of the international transfer of technologies; problems of protection and commercialization of intellectual property in innovative process; the international cooperation in the sphere of innovations and a transfer of technologies; experience and problems of development of innovative processes in the world and the CIS countries, etc.

The resolution of the Cabinet of Ministers of the Republic of Tatarstan of 14.08.2015 No. 592 made the changes in the Order of coordination and making decision on granting the investment tax credit in the Republic of Tatarstan approved by the resolution of the Cabinet of Ministers of the Republic of Tatarstan of 06.09.2013 No. 642 concerning a procedure of control over the implementation of terms of the contract when granting the investment tax credit.

The investment tax credit is a delay of payments on taxes with the subsequent stage-by-stage payment of the credit and the added percent for the sum determined proceeding from the made  investments and volumes of the taxes paid by the organization.
