On July 15, 2016 in Moscow under the chairmanship of the Secretary of state – the deputy minister of economic development of the Russian Federation Oleg Fomichev adjusting meeting about participation of heads of the regional ministries, specialized organizations of clusters and institutes of development for the purpose of an explanation of conditions of participation in the competitive selection made by the Ministry of Economic Development of the Russian Federation on implementation of the new priority project "Development of Innovative Clusters — Leaders of World-class Investment Appeal" has taken place.

Since January 1, 2017 the Federal law from 7/3/2016 No. 321-FZ "About modification of separate legal acts of the Russian Federation concerning purchases of goods, works, services for ensuring the state and municipal needs and needs of separate types of legal entities" which makes changes to the Federal law from 4/5/2013 No. 44-FZ "About contractual system in the sphere of purchases of goods, works, services for ensuring the state and municipal needs" comes into force.

The Ministry of Economic Development of the Russian Federation has published the negative conclusion of RIA on the draft of the order of the Ministry of Telecom and Mass Communications of the Russian Federation "About approval of the Order of use of franking machines" (the devices putting frankotipa and stamps, used by the organizations in case of departure of a large number of correspondence, replacing gluing of stamps and facilitating calculations with post department).

In the Ministry of Economics of the Republic of Tatarstan there takes place accreditation of the leasing companies which lessees wish to take part in competitive selection on granting subsidies within the LIZING-GRANT 2016 program.

Documents acceptance on accreditation of the leasing companies carries out GKU "Center of Implementation of Programs of Support and Development of Small and Average Business of the Republic of Tatarstan" (The center of support of business of the Republic of Tatarstan) Monday through Thursday from 9:00 till 18:00, on Friday from 9:00 till 16:45 Moscow time, to the address: Kazan, Moskovskaya St., 55, (an entrance from the RT Guarantee fund). According to conditions of the "LIZING-GRANT" program the leasing companies which lessees apply for receiving the state support within the specified program have to correspond to the following conditions:

a) existence of the Russian Federation resident status;

b) the instruction in constituent documents of granting property for financial rent (leasing) as primary activity;

c) existence not less than three years of experience in the sphere of granting property for financial rent (leasing) to subjects of business;

d) existence of the built portfolio of the contracts of financial rent (leasing) signed with subjects of business, existence of specialized technologies (programs) of work with subjects of business;

e) existence of the approved technique of an assessment of a financial condition of the lessee – the subject of business;

e) presence of positive size of cost of net assets for the last reporting date (by the technique approved by the order of the Ministry of Finance of the Russian Federation from 8/28/2014 No. 84n "About the statement of the Order of determination of cost of net assets");

g) presence of size of cost of net assets for the last reporting date not less than 40 million rubles (by the technique approved by the order of the Ministry of Finance of the Russian Federation from 8/28/2014 No. 84n "About the statement of the Order of determination of cost of net assets"), or sizes of authorized capital for the last reporting date – not less than 15 million rubles.

Package of documents necessary for passing of accreditation of the leasing companies:

• Accounting reports (for the last reporting date);

• Constituent documents of the organization;

• Certificate of incorporation;

• The documents confirming existence of the approved technique of an assessment of a financial condition of the lessee;

• The documents confirming existence of the built portfolio of the contracts of financial rent (leasing) signed with subjects of business (for the last 3 years), existence of specialized technologies (programs) of work with subjects of business.

We pay attention of the leasing companies, and also participants of competitive selection that bids of the businessmen who have signed contracts of leasing with the leasing companies which haven't submitted to the Ministry of Economics of the Republic of Tatarstan the documents confirming their compliance to requirements of the resolution of the Cabinet of the Republic of Tatarstan from 6/19/2013 No. 416 "About the statement of the Order of selection of subjects of small and average business of the Republic of Tatarstan for providing the state support in a form of subsidies" won't be considered.

In Perm the ceremony of signing of the Agreement on creation of interregional design office on improvement of institute of an assessment of the regulating influence in the Volga Federal District between the ministries of economic development of Perm Krai, the Republic of Tatarstan, the Ulyanovsk region and Nizhny Novgorod has taken place on July 8, 2016.

"The maximum lifting of restrictions is necessary for remote trade", - the director of the department of development of small and average business and the competition of the Ministry of Economic Development Maxim Parshin within the scheduled meeting of the Interdepartmental working group on assistance to export by development of electronic trading has declared.

According to the report on results of monitoring of application of the Federal law of July 18, 2011 No. 223-FZ "About purchases of goods, works, services as separate types of legal entities" in the I half-year 2016 the total amount of the procedures of definition of the supplier declared according to the Law 223-FZ has increased in comparison with the I half-year 2015 by 13% and has reached 8,7 trillion rub.
