The President of the Government of the Russian Federation held a meeting on the issues of implementation of the reform of monitoring and supervision activities

Today, a tele meeting "On the progress in implementation of the priority program "The reform of monitoring and supervisory activities", chaired by the Prime Minister of the Russian Federation - Dmitry Medvedev, was held with the participation of the Minister of the Russian Federation -Mikhail Abyzov, leaders of the federal supervisory and control bodies, the Ministry of Economic Development of Russia, and major business associations. The Republic of Tatarstan was represented by the Prime Minister of the Republic of Tatarstan -Alexei Pesoshin, in videoconferencing mode. The Deputy Minister of the Ministry of Economy of the Republic of Tatarstan - Natalia Tarkaeva participated in the meeting.

In his opening speech the Chairman of the Government outlined the main objectives of the reform and also noted that the success of any reform depended to a large extent on the effectiveness of its implementation in the regions, that is why the representatives of the constituent entities of the Russian Federation had participated in the video-conference.

Particular attention was drawn to the fact that, beginning from 2018, all routine checks should be conducted solely on the basis of risk categories. It was also noted that the activities of the monitoring agencies would be evaluated not by the number of checks, the amount of fines issued and the reports, but by the improvement of real safety indicators (reduction of mortality, injury, morbidity or economic loss). On this basis the relevant staff decisions will be taken.

Also in his statement, Dmitry Medvedev raised the issue of reducing and updating the outdated requirements on the part of supervisory bodies, the application of checklists and the digitalization of state control.

In summing up the work, the Chairman of the Government noted that the main thing to be achieved as a result of the reform was to change the very philosophy of control in principle. To restructure it from the principle of "finding a violation and punishing at any cost" to the principle of partnership and "service" attitude to the business. To shifting the emphasis to crime and loss prevention.

A special   qualifying commission will be created to assess the practical results of the reform in the Government. It will continuously monitor the work of the management of supervisory bodies.

The Prosecutor General of the Russian Federation -Yuri Chaika, President of the Russian Union of Industrialists and Businessmen - Aleksandr Shokhin, Minister of the Russian Federation - Mikhail Abyzov, and a number of heads of regions made reports on the agenda issues.

Several instructions were given to the federal authorities as a result of the discussion. The federal monitoring - supervisory authorities shall, within a period of one month, submit to the Government draft documents, in particular concerning the risk categorization of subjects and objects (hazard classes) (including the individual types of regional control (supervision)). The Office of the Public Prosecutor has been asked to prepare changes to legislation requiring harmonization of administrative proceedings with the Public Prosecutor's authorities.
