The state customer will have to count IMPC taking into account the prices of the previous contracts

Now public discussions and independent anti-corruption examination concerning the text of the draft federal law "About Introduction of Amendments to the Federal Law No. 44-FZ "About Contract System in the Sphere of Purchases of Goods, Works, Services for Ensuring the State and Municipal Needs " and Separate Acts of the Russian Federation" (Law No. 44-FZ) are carried out.
The government suggests to establish in the Law No. 44-FZ that when calculating the initial (maximum) price of the contract (IMPC) the customer is obliged to consider the reference price of goods.
The commodity unit price created taking into account the prices of former contracts will be called reference price.
Amendments will help to reduce risk of abuses when forming the initial (maximum) price of the contract under the Law No. 44-FZ and contracts under the Law No. 223-FZ. Customers won't manage to underestimate this price to limit the number of procurement participants.
