On April 24, 2026, Elena Filippova, Head of the Regulatory Impact Assessment and Competition Development Department of the Ministry of Economy of the Republic of Tatarstan, participated in the interregional round table "The Digital Future of the Regions: Introducing digital Tools into Regulatory Impact Assessment", organized by the Department of Economic Policy and Development of the City of Moscow.
During the event, a unique project from Tatarstan was presented – "An AI agent for calculating the costs of entrepreneurs within the framework of RIA." An innovative solution It was created on the basis of the Tatarstan big language model "GOSPROMT". The AI agent analyzes draft regulatory legal acts, identifies requirements from the text, classifies costs, is able to identify necessary acquisitions and search for their value in open sources, calculate costs, including a forecast for a six-year period.
The project is included in the program for the development of artificial intelligence of the Republic of Tatarstan with financing for further development in 2026.
The uniqueness of the development lies in the use of artificial intelligence to analyze a large amount of data and generate verifiable results, which significantly reduces the labor costs of government employees and improves the quality of regulatory policy.
The event was also attended by representatives from other regions, who shared their experience in digitalizing regulatory impact assessment procedures.
