Tatarstan in a rating on quality of implementation of ARI following the results of 2015 was included into the highest group of regions

The Ministry of Economic Development of the Russian Federation prepared the report "About development of institute of an assessment of the regulating influence in subjects of the Russian Federation and local governments in 2015".

In the report it is noted that most of subjects of the Russian Federation carry out now an assessment of the regulating influence (further – ARI) on a systematic basis – for 2015 regions of Russia prepared more than 5500 conclusions about ORV, more than 15% from which are negative. For comparison: in 2014 3103 conclusions, from which – about 12% negative are prepared. 

In the Republic of Tatarstan the decentralized model of carrying out the ARI procedure when the body developer carries out the ARI procedure of the RLA project, including carrying out public consultations with interested persons as at a stage of formation of idea (concept) of legal regulation, and at a stage of discussion of the RLA project and summary report with use of the official site is chosen.

The authorized body (The Ministry of Economics of the Republic of Tatarstan) prepares the conclusion about ARI and if necessary holds public consultations with interested persons during preparation of such conclusion.

Besides in the republic the Advisory council on ARI from 39 people, on one expert on each function of public administration in the Codifier of functions of executive authorities is approved. 

In 2015  to an assessment of the regulating influence the 12 regulatory legal act of the Republic of Tatarstan (8 bills and 4 drafts of the resolution KM RT) affecting business and investment activity were subjected, and also the 11th regulatory legal act of the Russian Federation. As a result of the carried-out ARI remarks which were considered at further completion of drafts of regulations were received.

Expertize was carried out concerning 3 existing regulations. Under two acts the decision on need of modification for the purpose of improvement of conditions of business is passed.

Since January 1, 2015 in municipality Kazan  procedure of an assessment of the regulating influence concerning projects municipal legal acts is carried out. Within a year the assessment of the regulating influence is carried out concerning 54 municipal regulations.

In 4 municipalities (Naberezhnye Chelny, Yelabuga, the Drozhzhanovsky area, the Tyulyachinsky area) in the pilot mode work on ARI procedure introduction is carried out. In the Drozhzhanovsky area the regulations regulating an order of carrying out the ARI procedure are adopted. 

For identification of the best the practician of introduction of ARI  institute and examination in subjects of the Russian Federation by the Ministry of Economic Development of the Russian Federation on the basis of the approved technique annually forms a rating of quality of implementation of ARI  and examination in regions.

Following the results of work in 2014 in a rating of the Russian regions Republic of Tatarstan entered into the highest group of regions and I took the 5th place, in 2015 the Republic of Tatarstan became the 4th.
