Changes in the Federal law on contract system are prepared

The draft of the federal law prepared by Legislative Assembly of St. Petersburg offers changes in article 95 of the Federal law "About contract system in the sphere of purchases of goods, works, services for ensuring the state and municipal needs" regarding change of the bases and an order of making decision by the customer on unilateral refusal of performance of the contract.

According to the bill the customer has the right to make the decision on unilateral refusal of performance of the contract under a condition if it was provided by the contract, in the following cases:
1) under the contract for deliveries of goods (in a case implementation of deliveries of goods of inadequate quality, implementation of deliveries of incomplete goods, numerous violation of delivery time of goods);
2) under the contract for performance of work (if the contractor doesn't start in the time established by the contract performance of the contract if during performance of work conditions of performance of the contract if there is a numerous violation of terms (periods) of performance of work are violated); 
3) under the contract for rendering services (if the contractor doesn't start in the time established by the contract performance of the contract if during performance of work conditions of performance of the contract if there is a numerous violation of terms (periods) of performance of work are violated).
