At the end of November, 2013 in the Government of the Russian Federation the Prime Minister Dmitry Medvedev held meeting concerning to the readiness for transition to contract system of purchasing goods, works, the state and municipal needs providing services.
The Minister of Economic Development of the Republic of Tatarstan Alexey Ulyukayev, First Deputy Prime Minister Igor Shuvalov, the head of Federal Antimonopoly Service Igor Artemyev, the first vice rector of "The Higher School of Economy" scientific research university Alexander Shamrin took floor at the meeting.
There were brought the results of the pilot project on practical approval of provisions of the Federal law No. 44-FL "About the contract system of purchasing goods, works, the state and municipal needs providing services in regions” from 05. 04. 2013. It was noted that at large, regions are ready to realization the contract system.
Among the regional problems revealed by results of the pilot project, Alexander Shamrin noted methodical support deficit due to the gradual bye-laws development. There were also revealed personnel problems which first of all are notable at municipal level: "The administration in the village consist of five or seven people, and these people have to create the contract managing director, purchasing commission and control authorities too".
