Intellectual property as a driving force of innovation: results of the Russian Venture Forum-2025

On April 11, a large-scale event, the Russian Venture Forum 2025, ended in Kazan. The staff of the Scientific and Technical Information Center of the Republic of Tatarstan and the Multifunctional Center for Inventive Activities participated in two sessions of the final day of the forum.

The first all-Russian topic of the forum was "National priorities and the intellectual property market: strategic planning and management, cooperation between the flagships of science and industry, experience in the implementation of federal projects and initiatives." The speakers emphasized the importance of developing intangible assets of enterprises and educational institutions and the need to develop universities and government institutions as sources of new start-ups. It is important to combine the activities of business, science and education in the issue of working out intellectual property problems and their solutions, this is an urgent international agenda. Intellectual property can be used as a tool in solving some issues on the agenda of enterprises and educational organizations.

Farhad Rakhimov, Deputy Director for Scientific and Methodological Work at the Center for Scientific and Technical Information of the Republic of Uzbekistan, noted the need to unite in order to develop intellectual property, including combining human capital. 

Maria Bogomolova, Head of the Intellectual Property Practice at SIBUR LLC, spoke about new trends in the intellectual property market. "Previously, everything was clear with the prerequisites. These conditions are changing rapidly now, and we need to monitor them more closely. I would divide them into macro- and micro-parcels," she said.

The second, regional, intellectual property section is "Intellectual property market: management of scientific and technological development at the regional level, best practices of organizations in the field of research and development." Rifkat Minnikhanov, President of the Academy of Sciences of the Republic of Tatarstan, delivered a welcoming speech.

Intellectual property is a driving force that promotes the development of new technologies, the formation of competitive products and services, and the creation of a sustainable knowledge economy. We need to combine the efforts of scientists, entrepreneurs and government agencies to create a favorable environment that will promote innovation and technological progress, and form a new entrepreneurship support cluster where intellectual property will be one of the drivers of technology companies' development," said Rifkat Minnikhanov.

He added that Tatarstan will implement a system of additional incentives for the development of the intellectual property market: within the framework of the state program for scientific and technological development of the republic, a comprehensive subprogram "Development of the intellectual Property market" will be formed. 

Also, within the framework of the Russian Venture Forum, a memorandum of cooperation was signed between the Center for Scientific and Technical Information at the Agency for Innovative Development of the Republic of Uzbekistan and the State Agrarian University "Center for Scientific and Technical Information of the Republic of Tatarstan".

The parties agreed on mutual interest in the development of friendly relations between the Republic of Uzbekistan and the Republic of Tatarstan, the expansion of strong ties and effective cooperation in the field of science, innovation and scientific and technical information.
