The Ministry of Economy conducted training on control and supervisory activities for civil servants

On 07/22/2024, the Higher School of State and Municipal Management of Kazan (Volga Region) Federal University (KFU) conducted a professional development program "Control (supervisory) activities" for regional and municipal employees of the Republic of Tatarstan.

 

Gulnaz Ismagilova, Deputy Minister of Economy of the Republic of Tatarstan, spoke at the opening of the program. The Deputy Minister announced that the Ministry of Economy of the Republic has always worked together with the control authorities to reduce any administrative barriers and create the most favorable conditions for enterprises of the republic.

 

The Deputy Director of the Department of State Policy in the field of Licensing, Control and Supervisory Activities, Accreditation and Self-Regulation of the Ministry of Economic Development of the Russian Federation Igor Sudets took part as a speaker at this training.

 

In his report, I. V. Sudets announced the main legislative innovations in the field of control (supervisory) activities: securing the recognition of the electronic passport of the ERKNM by Decree of the Government of the Russian Federation No. 980 dated July 18, 2024.

 

In accordance with the resolution, the decision to hold a control (supervisory) event is made by signing an electronic passport of the ERKNM, a paper decision is no longer required, — comments Igor Vladimirovich. — Similarly, a warning is announced by signing and publishing relevant information in the ERKNM. At the same time, it is planned to generate extracts from the registry with a QR code. This allows one to optimize the workflow and reduce the time spent on paperwork.

 

Igor Vladimirovich also voiced general issues in the field of control (supervisory) activities, current and future regulation. The lesson touched upon the issues of digitalization of control (supervisory) activities, the functioning of information systems: a unified register of control (supervisory) activities, a unified register of types of control, GIS "A typical cloud solution for automation of control (supervisory) activities".

 

We note that training programs to improve the skills of inspectors at the regional and municipal levels of the Republic of Tatarstan are held 2 times a year. Within the framework of training programs, representatives of control bodies study the main approaches to the formation of an effective system for the implementation of control powers, get acquainted with tools that reduce the administrative burden on business entities, and exchange work experience.
