Midkhat Shagiakhmetov: an important factor in maintaining the pace and quality of economic growth in the country is the promotion of investment

The Deputy Prime Minister of the Republic of Tatarstan - Minister of Economy of the Republic of Tatarstan Midkhat Shagiakhmetov reported on improving the business climate to ensure the development of the economy of the republic at the Government meeting dedicated to increasing the investment attractiveness of Tatarstan chaired by the President of the Republic Rustam Minnikhanov.

The meeting was attended by Deputy Minister of Economic Development of the Russian Federation Murat Kerefov, project manager of JSC "Production System" PSR "of the State Corporation" Rosatom "Dmitry Repiev, representatives of ministries and departments. Heads of municipalities of the republic joined the event via videoconference.

Midkhat Shagiakhmetov noted that in the current conditions of socio-economic development, one should focus on creating and developing competitive advantages to attract investment, improve conditions for the implementation of investment projects in the republic. The following key instruments are aimed at this: regional investment standard; National rating of the state of the investment climate; project of the State Corporation "Rosatom" "Through Investment Flow".

An important tool that assesses the investment attractiveness in the subjects of the country is the National Rating, formed by the Agency for Strategic Initiatives. At the end of 2021, Tatarstan managed to retain 2nd place after Moscow.

The results of the Rating were calculated based on 67 indicators in 4 areas: the regulatory environment, institutions for business, infrastructure and resources, support for small business, 72% of which were formed based on the results of surveys of stakeholders (entrepreneurs and investors).

Based on the results of the analysis of the results of the current Rating, significant work has been done in the republic: a detailed analysis of the practices of the leading regions that showed the best results; collecting feedback from entrepreneurs on the barriers they face when implementing investment projects; organization of meetings with experts, representatives of business and public associations.

The result of the work was the identification of possible points of growth, the formation of measures and management decisions that will create comfortable conditions for doing business and developing the competitive advantages of the republic, which will lead to an influx of investments.

The meeting participants examined in detail each of the indicators, identified the strengths of the republic and possible growth reserves.

Thus, the “Regulatory Environment” block evaluates the performance indicators for the provision of various public services for business - the issuance of building permits, licenses, registration of property rights to real estate, connection to engineering networks, etc.

As part of the work on the implementation of the elements of the Regional Investment Standard, organized under the leadership of the First Deputy Prime Minister of the Russian Federation Andrey Belousov, according to the indicated indicators, investor action algorithms have been developed that establish uniform requirements for authorities to organize work and support investment projects, specific stages and deadlines for joining objects of engineering and transport infrastructure. The algorithms are designed to reduce the time for rendering services and increase the efficiency of interdepartmental interaction.

Also, the increase in the indicators of this block will be facilitated by the work in the State Information System for Urban Development (GISOGD), the launch of which into commercial operation was intended to be accelerated. The work of the GISOGD will ensure a significant reduction in the total period of services of the construction complex, and will speed up the conciliation procedures.

Another key factor that will reduce the time for connecting engineering infrastructure to networks will be the organization of the process of conciliation procedures within departments in a parallel online format in the optimal time frame. This practice will be implemented in Tatarstan next year.

It was also noted that indicators evaluating the effectiveness of institutions that ensure business security and the level of administrative pressure on entrepreneurs showed a positive trend.

Such results were achieved thanks to the introduction of new prevention tools into the activities of the control bodies, a risk-based approach and the integrated work of the Ministry of Economy of the Republic of Tatarstan, the prosecutor's office together with the control bodies and the Commissioner under the President of the Republic of Tajikistan for the Protection of the Rights of Entrepreneurs.

However, the procedures for passing control (supervisory) activities are still not clear enough and "transparent" for business. In order to increase the level of awareness of entrepreneurs, this year, work is underway to create a Single Window based on the Internet resource "Proven Business", which provides for the possibility of interaction between SMEs and control authorities for the exchange of documents in electronic form. In addition, in order to increase the transparency of the passage of inspections, new mechanisms for remote interaction with the inspectors are being introduced.
