At a meeting of the working group on ensuring sustainable development of the economy, the implementation of support measures in the context of partial mobilization was discussed
Today, as part of the weekly meeting of the working group to ensure the sustainable development of the republic's economy, we discussed the issues of organizing work on participation in federal support measures in connection with the partial mobilization and intensification of investment activity in the Republic of Tatarstan via videoconferencing.
Maxim Topilin, Chairman of the State Duma Committee on Economic Policy, took part in the meeting of the working group.
As part of the meeting of the working group, it was noted that in accordance with the Decree of the Government of the Russian Federation of November 15, 2022 No. 2064, farms whose heads are called up for partial mobilization will be able to continue participating in grant programs.
To maintain previously received grants, it is necessary to elect a member of the same farm to the head of the peasant farm. He automatically becomes a new grant recipient, and the enterprise continues to receive state support.
If the mobilized entrepreneur does not plan further participation in the grant program, then two options are possible for him:
The first one was when the received grants were used in full, but the planned indicators were not achieved. In this case, the project will be considered completed, and the farmer will be released from the fine for violating the terms of the grant.
The second is that the grant funds were used partially. With this option, the grantor has the right to oblige the farmer to return the unused part of the funding. After that, the project will also be considered completed, and the entrepreneur will not receive a fine for the lack of results.
The changes will affect such support programs as Agrostartup, Agroprogress, Agrotourism, grants for the development of family farms and support for beginning farmers.
The Guarantee Fund of the Republic of Tatarstan spoke about the implementation of the support measure, which provides for the provision of credit holidays to mobilized citizens. Director of the Fund Rustem Mukhamedshin announced the results of providing credit holidays to mobilized citizens for a week, told how work with credit organizations and microcredit companies of the republic is organized.
On the issue of introducing the Regional Investment Standard in the Republic of Tatarstan, the issue of filling the investment map of the republic with reliable information about the investment infrastructure was considered.
