An online meeting dedicated to the support of restaurant business was held at the Ministry of Economy of the Republic of Tatarstan. The meeting was chaired by Deputy Prime Minister - Minister of Economy of the Republic of Tatarstan Midkhat Shagiakhmetov. In addition to representatives of the industry and structures subordinate to the ministry, the event was attended by: the republican Rospotrebnadzor, the business ombudsman, the Ministry of Land and Property Relations of the Republic of Tatarstan, the Chamber of Commerce and Industry and the Federal Tax Service for the Republic of Tatarstan.
The meeting was aimed at the formation and development of timely and effective solutions to support the industry. In particular, it was about the abolition of UTII and the transition of business to other tax regimes. In Tatarstan, legal entities can apply the general or simplified taxation system (STS), individual entrepreneurs, in turn, in addition to the above regimes, can choose the patent taxation system (PTS), as well as the “Professional income tax” (PIT), but only if the individual entrepreneur does not have employees.
The Minister of Economy noted that this year in the republic, as well as throughout the country, active work was being carried out to organize a “smooth transition” of legal entities and individual entrepreneurs from UTII to other special tax regimes. The key task in solving this issue is to minimize the negative consequences of such a transition, to help entrepreneurs in choosing the optimal tax system for them.
They also talked about increasing the working interval of catering establishments. Let us recall that, according to the recommendations of Rospotrebnadzor, in order to prevent the deterioration of the epidemiological situation in the Republic of Tatarstan, there is a restriction on the work of bars and restaurants from 11:00 pm to 6:00 am. Industry representatives have come up with a proposal to reduce the ban by an hour from 12:00 pm to 6:00 am, which will have a positive economic impact on the bars that generate the bulk of the establishment's revenue before midnight. The republican Rospotrebnadzor promised to consider such a possibility, relying on the experience of neighboring regions and the epidemiological situation in the republic.
The restaurateurs of Tatarstan also spoke with a proposal to extend the moratorium on checking SMEs until the end of 2021. Midkhat Shagiakhmetov stressed that this issue is under the control of the Federal authorities. The corresponding decision was announced by the President of the Russian Federation, as well as the decision to extend the grace period granted to entrepreneurs for tax and insurance contributions for 3 months for companies from affected industries that did not have an objective opportunity to restore their previous position, primarily in the catering sector.
The business also requested for subsidies for preventive measures and the purchase of disinfectants and protective equipment. Businessmen appreciated the federal program, which was in effect in the country for two months and allowed 9.5 thousand enterprises of the republic to save money on the purchase of funds necessary for carrying out preventive measures at the time of normalization of business activity.
In general, the restaurateurs outlined the volume and timeliness of the support that was provided to them by the federal and republican authorities during restrictive measures that entailed negative consequences for the industry. It was about the provision of subsidies for the payment of services for the delivery of ready-made meals, microloans and loans aimed at supporting employment, subsidizing the interest rate on existing loans. The Minister of Economy does not exclude the possibility of extending some support programs demanded by entrepreneurs. For example, already now, the catering business has the opportunity to use the delivery service organization platform, which allows integrating all sales channels with the final accounting system and working in a single window.
Republican platform OpenHub is an omnichannel delivery service communication system with customers. The platform was presented to entrepreneurs during the event. The system will help restaurateurs launch delivery in 1 week, taking into account all the infrastructure necessary for this - sites, applications, bots and social networks. In addition, the system will make it possible to avoid searching for couriers by using existing services, see end-to-end reporting and analytics, and work out marketing campaigns and bonus programs for its guests.
The joint work of government and business authorities to develop solutions to support the industry, as well as to minimize the negative consequences of the pandemic, will continue taking into account the proposals and ideas formed during the meetings.
