Pestrechinsky district of Tatarstan has developed the best strategy of rural development in Russia

Head of Pestrechinsky district Ilham Kashapov presented Tatarstan at the inter-parliamentary Assembly of the Commonwealth of independent States, which brought together 9 countries-Azerbaijan, Kyrgyzstan, Armenia, Belarus, Kazakhstan, Moldova, Tajikistan, Uzbekistan and the Russian Federation.

The model of sustainable development of rural areas on the example of Pestrechinsky district of Tatarstan as the best Russian practice was considered at the round table "Sustainable development of rural areas", in which the issues of sustainable development of rural areas, legislative aspects, promotion of rural lifestyle and best practices of development of territories were discussed.

Today, Russian villages are empty.  However Pestrechinsky district proved: if you create comfortable conditions for residents to live and rest, the situation can be changed. First of all, the authorities relied on the construction of comfortable and affordable housing. For 4 years, 575 thousand square meters of housing were introduced in the district, as a result, the population of the district increased by 11.3 thousand – to 43.7 thousand people.

At the same time social infrastructure was developed in the district: two outpatient clinics, four paramedic and obstetric stations, two houses of culture, five kindergartens and four sports grounds were built.

Ilham Kashapov noted that the district is actively implementing a mechanism of self-taxation, when 1 ruble collected from the population from the budget is attracted 4 more, and then together with the residents of the district a decision is made that it is necessary to improve, build and buy.

"The urbanization process cannot be stopped today. This is a nationwide trend. Tatarstan has developed and successfully implements mechanisms for the development of rural settlements. At the level of the Russian Federation, at the annual forum of strategists, the experience of Tatarstan was once again recognized as the best. A striking example is Pestrechinsky district, - said the Minister of economy of Tatarstan Farid Abdulganiev. "Now we offer to replicate our experience not only in Russia but also in the CIS countries."

Recall that this year Pestrechinsky municipal district and Kaenlinsky rural settlement of Nizhnekamsk municipal district took first place in the VI competition of municipal strategies in the framework of the forum of strategists in St. Petersburg.

Municipal strategies of the Republic of Tatarstan for the fourth year in a row are recognized at the Federal level. In 2016, the winners of this competition were Chistopol and Mendeleev districts, Naberezhnye Chelny. In 2017, The strategy of socio-economic development of the Chistopol municipal district until 2020 won first place in the contest "Strategies that changed cities" within the XVI all-Russian forum "Strategic planning in the regions and cities of Russia" in St. Petersburg. In the same year, The strategy of social and economic development of the city of Kazan until 2030 took first place in the "Competition of urban strategies-2017", the final of which was held in Yekaterinburg in the framework of the all-Russian forum of strategic development " Cities of Russia 2030: crossroads of opportunities."

In 2018, Nizhnekamsk and Almetyevsk districts won the competition of municipal strategies within the framework of the forum "Strategic planning in regions and cities of Russia".
