The Standard for comprehensive prevention of breaches of mandatory requirements has been developed by the Ministry of Economic Development of the Russian Federation, together with representatives of the expert community and federal executive authorities, within scope of the priority program “Reform of monitoring and supervisory activities”. This document summarized the recommendations, envisaging the prevention of breaches of mandatory requirements for the involvement of economic subjects in management processes, methodological documents, as well as the available preventive experience in work of control and supervisory agencies.
In addition to the already existing preventive measures, which are regulated by Federal Law No. 294-FZ, the standard offers a number of new tools:
A distinctive feature of the standard is its dynamics: it will be further refined and supplemented as legislation and the practice of preventive measures are developed.
