The relevant Decree of the Government of the Russian Federation of 8 September 2017, No. 1080 amended the Regulation on Federal State supervision of compliance with labor legislation and other normative legal acts, containing the norms of labor law.

According to the changes, the state labor inspectors will use the check lists from  January 1, 2018 during execution of planned inspections of employers, which can be referred to a category of moderate risk, and from 1 July 2018 - for routine checks of all employers.

The subject of the planned check would be limited to the list of issues, included in the checklists (lists of control questions) affecting the most important mandatory requirements of labor law and other regulatory legal acts, containing norms of labor law, presented for a legal person and an individual entrepreneur.

We would like to recall that, in 2016, the Federal Act No. 294-FZ of December 26, 2008 "On the protection of the rights of legal persons and individual businessmen in the exercise of state control (supervision) and municipal control", was completed by a normative according to which, in the organization and conduct of certain types of state control (supervision), municipal control may include a duty to use in the conduct of a routine review by an official of the state control body ( supervision), the body of municipal control of checklists (lists of control questions).

The use of check lists will allow to reduce the administrative and financial costs of citizens and organizations, improve the transparency of supervisory bodies, optimize the use of labour, material and financial resources by means of reducing time for routine checks.

The Decree enters into force on January 1, 2018.
