On November 7, 2013 in Kazan exit meeting of Council for questions of intellectual property took place at the Chairman of the Federation Council of Federal Assembly of Russia on the subject "Role of the Russian Regions in Development of the Market of the Intellectual Rights" on which questions of regional policy in the sphere of intellectual property were considered. With welcome the word during meeting the Chairman of the Federation Council of Federal Assembly of Russia Valentina Matveenko and the President of the Republic of Tatarstan Rustam Minnikhanov acted. Also the report was made by the Minister of Economics of the Republic of Tatarstan Midkhat Shagiakhmetov. In the performance Midkhat Shagiakhmetov took up problem questions in the field of creation and protection of objects of intellectual property, told about a course of implementation of the long-term target program "Development of the Market of Intellectual Property in the Republic of Tatarstan for 2013-2020" approved by the Cabinet of the Republic of Tatarstan in January of the current year.

On November 7, 2013 within the International forum "The intellectual property and economy of regions of Russia", passing on November 7-8, 2013 in Kazan, passes the International seminar practical work "The politician of universities and the enterprises in the field of intellectual property. Transfer of technologies". As moderators of a seminar practical work the rector of the Russian state academy of intellectual property, the Chairman of Committee on intellectual property of Chamber of Commerce and Industry of the Russian Federation Ivan Bliznets, the head of department of Department of the countries with transitional and developed economy of VOIS Saule Tlevlesova, the director general of Federal institute of certification and an assessment of intellectual property and business, the expert of VOIS Boris Leontyev, the deputy director general State Unitary Enterprise RT Tatarstansky TSNTI Rady Salimov acted. At a seminar the questions devoted to policy in the field of intellectual property and an assessment of intellectual property at the enterprises, at research institutes and higher education institutions, as in the Russian Federation, and abroad were considered.

For ensuring implementation of decrees of the President of the Russian Federation of May 7, 2012 in the Republic of Tatarstan the resolution of the Cabinet of the Republic of Tatarstan of 31.10.2013 No. 819 "About indicators of an assessment of efficiency of performance of the tasks defined in decrees of the President of the Russian Federation from May 7, 2012" is approved. This resolution approved threshold values of indicators of an assessment of efficiency of performance of the tasks, defined by decrees of the President of the Russian Federation of May 7, 2012 and in "road maps" on implementation of these decrees in branches of the budgetary sphere. Threshold values of indicators were considered and approved previously at meetings on indicators of implementation of Decrees of the President of the Russian Federation of May 7, 2012 at the First Deputy Prime minister of the Republic of Tatarstan, the chairman of the Republican working group on the organization of performance of decrees of the President of the Russian Federation from May 7, 2012 No. 596-606 Ravil Muratov.

Staff of the Ministry of Economics of the Republic of Tatarstan will take part in meeting of Advisory council of regions on development of contract system which will take place on November 8, 2013 in the Ministry of Economic Development of the Russian Federation. The advisory council of regions on development of contract system is created in pursuance of an order of the Prime minister of the Russian Federation Dmitry Medvedev by the All-Russian public organization "Guild of Domestic Experts in the State and Municipal Order" uniting 56 subjects of the Russian Federation in the person of regional offices, heads of authorized bodies in the sphere of the state order, representatives of federal departments, and also purchasing activity experts.

From November 4 to November 5, 2013 the Republic of Tatarstan was visited by region delegation in the southeast of France of Provence-Alps-Lazurny bereg within the declaration signed on February 28, 2013 in Moscow on intentions. Among other actions on November 4, 2013 the delegation visited Eydos firm, KNITU (KHTI) and KNITU of Tupolev (KAI), being winners of the federal competition held by the Ministry of Economic Development of the Russian Federation, on creation of the engineering centers. During meetings topical issues of interaction were considered. On November 5, 2013 in the Ministry of Economics of the Republic of Tatarstan there took place a meeting of delegation with representatives of the aircraft manufacturing organizations of Tatarstan. Within this meeting the cooperation directions were defined. In particular the interaction directions in the field of certification of aviation production, and also engine-building for small aircraft are considered.

On November 1, 2013 in the Ministry of Regional Development of the Russian Federation under the chairmanship of the Deputy minister of regional development Vladimir Dedyukhin meeting of the Interdepartmental working group on questions of development of the draft of the concept of the federal target program on development of the small cities of Russia took place. The structure of the working group from the Republic of Tatarstan includes the deputy minister of economy Marat Sharifullin. The president of the Union of the Small cities of Russia Evgenia Markov, representatives of the ministries and administrations of subjects of the Russian Federation, and also staff of JSC ROEL Consulting which is engaged in preparation of basic provisions of the developed concept took part in meeting. During meeting the director general of JSC ROEL Consulting Sofia Ivanov submitted the report on development of basic provisions of future target program "Social and Economic Development of the Small Cities of the Russian Federation for the Period till 2020". The Ministry of Economy of the Republic of Tatarstan carried out the analysis of sociological poll of the enterprises which are carrying out activity on preparation, storage, processing and realization of scrap of ferrous, non-ferrous metals in the territory of the Republic of Tatarstan and having on it the corresponding license. Poll was carried out by Tatarstanstat by request of the Ministry of Economics of the Republic of Tatarstan. We bring to your attention the results.

The deputy minister of economy of the Republic of Tatarstan – the head of  the business support department  Rustem Sibgatullin gave interview concerning subsidizing of expenses of small and average business of the Republic of Tatarstan on receiving the educational services connected with preparation, retraining and professional development, and also development of enterprise literacy and enterprise competences. He told about how there was an idea of implementation of this form of support, designated conditions of participation of representatives of small and medium business in competitive selections and designated results of already taken place competitive selections. Realization of action for subsidizing of expenses for education became result of conducted sociological survey on identification of problems of development of business in the Republic of Tatarstan. So enterprise community allocated six key problems one of which – deficiency of qualified personnel.

On November 1, 2013 the staff of the Ministry of Economics of the Republic of Tatarstan participated in the seminar organized by the Ministry of Economic Development of the Russian Federation with regions in a mode of a video conferencing concerning updating of data in the Federal register of the state and municipal services. This event is held in pursuance of the Minutes of the Governmental commission on use of information technologies for improvement of quality of life and conditions of conducting business activity of 19.09.2013 No. 1. In our republic the state information system "Register of the State and Municipal Services of the Republic of Tatarstan" successfully functions. Now the republican Portal of services contains data about more than 600 state, municipal and socially significant services.
