On December 4, 2013 the Russian Prime Minister Dmitry Medvedev held the All-Russian selector meeting on a question of development of a network of the multipurpose centers of providing the state and municipal services (MFTs). The President of the Republic of Tatarstan Rustam Minnikhanov, and also the deputy minister of economy of the Republic of Tatarstan Ayrat Shamsiyev took part in meeting. At meeting creation questions in subjects of the Russian Federation of system of the multipurpose centers were discussed, figures of operating MFTs are specified in regions.

The head of the Export support centre subordinated to the Ministry of Economics of the Republic of Tatarstan Vasily Chistyakov took part in the "Foreign Economic Activity as Factor of Effective Development of the Russian Federation members" Conference which was held on December 2nd-3rd , 2013 in Kaluga.
The main objective of the action is to discuss the questions concerned to the competitiveness and activity efficiency upgrading of small and medium business members, which aim to access to the foreign markets and to incorporate to the global supply chains.
There were discussed different opportunities and contemplations of small and medium business and large Russian and international enterprises cooperation. There were also discussed the problems of including the small and medium business to the global value chain, analyzing the existing barriers and development contemplations of foreign economic activity in the conditions of joining of Russia to the WTO.

On December 6, 2013 at 11.00 meeting of Advisory council on granting subsidies for development of system of crediting to agricultural consumer cooperatives of the Republic of Tatarstan will take place. Dear businessmen! We inform you that JSC “MSP Bank” was assigned as the operator of the guarantee mechanism realized according to the resolution of the Russian Federation Government from December 28, 2012 No. 1451. The resolution is: "About the approval of Rules of the Russian Federation state guarantee granting according to the "Bank for Development and Foreign Economic Affairs (Vneshekonombank)" state corporation bank guarantee, which has been given out to provide the fulfillment of affiliate obligations of the " Bank for Development and Foreign Economic Affairs (Vneshekonombank)" state corporation, according to the bank guarantees made to provide the fulfillment of Russian organizations obligations, which are the subjects of medium business, on the credits attracted on investment projects implementation".
Main objective of guarantee mechanism realization is to increase the financial resources availability for medium business (crew size 100-250 people, earnings from 400 million to 1 billion rubles). Banks which extend investment projects credits for medium business subjects corresponding to the Ministry of Economics order requirements No. 143, from March 21st, 2013, will be provided by guarantees. Thus not less than 70% from an overall project cost must be directed on capital investments implementation.

The Minister of Economics of the Republic of Tatarstan Midkhat Shagiakhmetov took part in the meeting of editing group on working group report preparation of the State Council of the Russian Federation and social and economic development achievements monitoring Presidential Commission of the Russian Federation in the “Labour Productivity” direction, which was held on December 4th, 2013.
The draft of the working group report was presented by the head of “Labour productivity” subgroup of the State Council of the Russian Federation, the Kaluga Region Governor Anatoly Artamonov and the head of working group report editing group, the economic development of the Russian Federation deputy minister Andrey Klepach.
Since February, 2013 in the Republic of Tatarstan the long-term target program "Increasing the Labour Productivity at the Enterprises of Machine-building and Petrochemical Complexes of the Republic of Tatarstan for 2013-2016", is realized.
The Republic of Tatarstan experiment on Program developing and implementing is included to the list of leading regional practical activities which work on introduction the labor productivity stimulation approaches, high production workplaces creation and modernization within the working group report draft.

At the end of November, 2013 in the Government of the Russian Federation the Prime Minister Dmitry Medvedev held meeting concerning to the readiness for transition to contract system of purchasing goods, works, the state and municipal needs providing services.
The Minister of Economic Development of the Republic of Tatarstan Alexey Ulyukayev, First Deputy Prime Minister Igor Shuvalov, the head of Federal Antimonopoly Service Igor Artemyev, the first vice rector of "The Higher School of Economy" scientific research university Alexander Shamrin took floor at the meeting.
There were brought the results of the pilot project on practical approval of provisions of the Federal law No. 44-FL "About the contract system of purchasing goods, works, the state and municipal needs providing services in regions” from 05. 04. 2013. It was noted that at large, regions are ready to realization the contract system.
Among the regional problems revealed by results of the pilot project, Alexander Shamrin noted methodical support deficit due to the gradual bye-laws development. There were also revealed personnel problems which first of all are notable at municipal level: "The administration in the village consist of five or seven people, and these people have to create the contract managing director, purchasing commission and control authorities too".

On November 4, 2013 the meeting of the Republican tripartite social and labour relations commission (RTC) working group took place in the Ministry of Labour, Employment and Social protection of the Republic of Tatarstan. It was organized under the chairmanship of the first deputy minister of labour, employment and social protection of the Republic of Tatarstan, the head of the social and labour relations commission working group Ayrat Khasanof.
Members of the RTC working group and invited representatives from the republican ministries and departments took part in the event. Natalia Prozorova the head of social services branches development of the Ministry of Economics of the Republic of Tatarstan took part in the meeting.
The following questions were discussed during the meeting:
- the draft of the Republican agreement "About minimum-wage in the Republic of Tatarstan" for 2014;
- specification of the Main social and economic standard of living indicators of the population of Tatarstan Republic for 2013-2014. These indicators are given in the annex to the Republican agreement between Trade Unions Federation of the Republic of Tatarstan, Coordination Council of employers associations of the Republic of Tatarstan and the Cabinet of realization of social and economic policy and development of social partnership for 2013-2014;
- motions to the draft of the RTC work plan for 2014.

The Internet Initiatives Development Fund (IIDF) provides financing and specialists to online start-up companies at early development stages. IIDF intends to create new generation of online projects. There will be not less than 400 qualified start-ups which developed in the live environment with support of Fund specialists. IIDF will support educational, legislative and infrastructure projects which will assist development of the full market of small and medium Internet businesses in Russia.
Projects can claim for financing from $25 thousand to $9 million depending on a development stage (The analysts of Fund will indicate the projects development stages in the process of submitted applications analysis).
Applications are accepted at the following url www.iidf.ru or www.фрии.рф. Each project is evaluated by analysts of Fund on condition of providing all necessary data.

The meeting with Artem Shadrin, the department of innovative development director of the Ministry of Economic Development of the Russian Federation took place in Ministry of Economics of the Republic of Tatarstan. There were discussed the problems of further innovative territorial clusters support during the meeting.
