For optimization of indicators of an assessment of efficiency of activity of the republican ministries, departments and local governments the resolution of the Cabinet of the Republic of Tatarstan of 25.12.2013 No. 1047 are made changes to the resolution of the Cabinet of the Republic of Tatarstan of 14.02.2013 No. 101 "About the statement of the Order of the conclusion of agreements between the Cabinet of the Republic of Tatarstan and municipal areas (city districts) the Republic of Tatarstan about achievement of planned values of indicators for an assessment of efficiency of activity of local governments of municipalities of the Republic of Tatarstan". The quantity of indicators was reduced with 17 to 12.

On December 27 Tatarstan President Rustam Minnikhanov held a meeting with members of Economic Council under Tatarstan Cabinet of Ministers on increasing labour productivity at industrial enterprises. Prime Minister Ildar Khalikov took part in the event.

According to Rustam Minnikhanov, the economic situation in the republic is not easy. GRP volume in 2013 will exceed the 2012 level in comparable prices by 2 per cent. The industrial production index will make 101.2 per cent. Taking into account the current situation, increase of labour productivity and training of qualified personnel are important tasks, Rustam Minnikhanov said. He informed that increase of labour productivity will make just 2.4 per cent.

Deputy Prime Minister – Minister of Industry and Trade Ravil Zaripov made report on labour productivity at industrial enterprises. He informed that the analysis of labour productivity was carried out at chemical and petrochemical, and engineering enterprises. In order to increase labour productivity, it is important to decrease production costs, increase the quality of products and production output, Rustam Minnikhanov noted.

By results of 9 months of 2013, there has been a slowdown in labour productivity at some enterprises.

On December 25, 2013 in the Ministry of Economics of the Republic of Tatarstan passed working meeting concerning completion of works on development of the quality standards of the state services of the Republic of Tatarstan within performance of the resolution of the Cabinet of the Republic of Tatarstan of 30.06.2009 No. 445 "About the quality standards of the state services of the Republic of Tatarstan". The deputy minister of economy of the Republic of Tatarstan Ayrat Shamsiyev, the First Deputy Minister of Education and Science of the Republic of Tatarstan Danil Mustafin, the first deputy minister of youth affairs, sports and tourism of the Republic of Tatarstan Azat Sharapov, and also representatives of Ministry of Health of the Republic of Tatarstan, the Ministry of Culture of the Republic of Tatarstan, science and technology park "IT park" took part in meeting.

For encouragement of regions of the Russian Federation which has reached the best values of federal indicators of efficiency of activity of executive authorities, following the results of 2012 the Government of the Russian Federation the order of December 21, 2013 No. 2459-r according to which to the Republic of Tatarstan for the first place in a rating 325,925 million rubles are distinguished from subjects of the Russian Federation is accepted. The rating of subjects of the Russian Federation was carried out according to the resolution of the government of the Russian Federation of 03.11.2012 No. 1142 "About measures for implementation of the Decree of the President of the Russian Federation of August 21, 2012 No. 1199 "About an assessment of efficiency of activity of executive authorities of subjects of the Russian Federation".

On December 26, 2013 meeting of the State Council of the Republic of Tatarstan during which the bill of the Republic of Tatarstan "About modification of the Law of the Republic of Tatarstan "About the approval of the Program of social and economic development of the Republic of Tatarstan for 2011-2015", prepared by the Ministry of Economics of the Republic of Tatarstan together with the ministries and departments and approved by earlier Public council at the Ministry of Economics of RT and Committee of the State Council of RT on economy, investments and business was discussed took place. The bill was submitted by the Minister of Economics of the Republic of Tatarstan Midkhat Shagiakhmetov. In the performance he noted that measures are necessary for stabilization of the current economic situation not only operational, but also the actions directed on improvement of the institutional environment.

The resolution of the Cabinet of the Republic of Tatarstan No. 1023 approved of 23.12.2013 a state program of the Republic of Tatarstan "Social support of citizens of the Republic of Tatarstan" for 2014 - 2020". The program purpose – creation of effective address system of social support and providing social services, and also improvement of quality of life of separate categories of citizens. Realization of program actions will allow by 2020: - to provide granting measures of social support to separate categories of the citizens who having the right and have addressed for their appointment, at the level of 100%; - to increase a share of the citizens who have received social services in public institutions of social service, in total number of the citizens who having the right to social services and have addressed for their receiving in public institutions of social service, to 99,7%; - to reduce the specific weight of neglected and homeless minor children in the total number of children in the Republic of Tatarstan, to 0,48%

The competition "Regions — a Sustainable Development" is held according to an order of the Government of the Russian Federation and is urged to combine efforts of government bodies of the power, commercial and public organizations for the solution of problems in various branches of economy, to stimulate the enterprises and initiative citizens to creation of highly effective productions. Organizers of Competition are JSC Sberbank of Russia, the Russian Union of Industrialists and Entrepreneurs (RSPP), JSC Investitsii v VKH and the All-Russian public organization "Green Patrol". Participants of competition are executive authorities of territorial subjects of the Russian Federation, governing bodies of municipalities of territorial subjects of the Russian Federation, the enterprises (state unitary enterprise, federal state unitary enterprise, municipal unitary enterprise, joint stock company, joint stock company, open company), heads and the staff of federal, regional, local authorities, the enterprises and public associations.

On December 25, 2013 meeting of the Republican tripartite commission on regulation of the social and labor relations (RTK) under the chairmanship of the Minister of Economics of the Republic of Tatarstan, the coordinator of RTK Midkhat Shagiakhmetov took place. The members of RTK invited from the republican ministries and departments, winners and prize-winners of a republican stage of the All-Russian competition "Russian Organization of High Social Efficiency" took part in meeting in 2013.
