The Ministry of Regional Development of the Russian Federation developed and published the Instruction on preparation of the report of the head of local administration of the city district (the municipal area) subject of the Russian Federation about the reached values of indicators for an assessment of efficiency of activity of local governments of city districts and municipal areas for fiscal year and their planned values for the 3-year period.

For streamlining of carrying out checks in local governments and prevention of duplication of control and supervising powers of bodies of the state control (supervision) of various levels since January 1, 2014 the Federal law of December 21, 2013 No. 370-FZ came into force. To check work of bodies and officials of local government authorized state agencies, including territorial bodies of federal departments and executive authorities of regions have the right. The sphere of control includes supervision of performance of the federal, regional legislation, municipal regulations, and also behind compliance of municipal legal acts to requirements of the federal, regional legislation and to charters of municipalities.

Since January 1, 2014 the Law of the Republic of Tatarstan No. 98-ZRT by which changes are made to questions of local value of municipal areas and city districts came of 09.12.2013 into force. Implementation of the measures directed on strengthening of an international and interfaith consent, support and development of languages is referred to questions of local government and culture of the people of Russia, realization of the rights of ethnic minorities, ensuring social and cultural adaptation of migrants, prevention of the international (interethnic) conflicts. The organization and implementation of actions for territorial defense, question of the approval of schemes of placement of advertizing designs is in addition carried to questions of local value of settlements, municipal areas and the city districts of the Republic of Tatarstan (the document defining locations of advertizing designs, types and types of the advertizing designs which installation is allowed on these places).

For increase of professional skills of staff of the Ministry of Economy of the Republic of Tatarstan and subordinated establishments on January 27, 2014 I passed training seminar concerning application of the Federal law of 05.04.2013 No. 44-FZ "About contract system in the sphere of purchases of goods, works, services for ensuring the state and municipal needs". The deputy director general Vladimir Aksenov told State Unitary Enterprise Agency by the State Order, Investment Activity and Interregional Communications of the Republic of Tatarstan about specifics of purchasing activity according to new requirements of the legislation, and also answered topical issues which experts face in the course of work.

On January 27, 2014 in the Ministry of Economy of the Republic of Tatarstan under the chairmanship of the deputy minister of economy Artyom Zdunov, with the assistance of representatives of the Ministry of construction, architecture and housing and communal services and the Ministry of the industry and trade the working meeting with the vice-president of NEO Center consulting group Dionysus Vasilyev, the partner of consulting group Inna Karpova, the chief representative of "NEO Center" in the Volga federal district Albina Koryagina took place.

Within development of the "Strategy of Social and Economic Development of the Republic of Tatarstan till 2030" project in Almetyevsk there took place search conference "Almetyevsk knot of development: transport, space, business, education" Conference became the first in a series of the similar actions focused on discussion of a problem field of Strategy with the most wide range of interested parties. Representatives of the ministries and departments of the republic, local governments and the enterprises of Aznakayevsky, Bugulma, Leninogorsk, Yutazinsky, Bavly and Cheremshansky areas participated in conference.

In the Ministry of Economy of the Republic of Tatarstan the deputy minister Ayrat Shamsiyev held meeting on discussion of the draft of the Decree of the President of the Republic of Tatarstan "On the Republican competition "The Best Civil Civil Servant of the Republic of Tatarstan", with participation of the head of Department of public service and shots at the President of the Republic of Tatarstan of Alexander Belov and the First Deputy Minister of Justice of the Republic of Tatarstan Sergey Stolyarov. The draft of the Decree of the President of the Republic of Tatarstan "About the Republican competition "The Best Civil Civil Servant of the Republic of Tatarstan" is developed according to the Program of development of the public civil service of the Republic of Tatarstan and municipal service in the Republic of Tatarstan for increase of prestige of the public civil service and improvement of system of moral and material motivation of the civil civil servants.

The program purpose – ensuring maximum efficiency of management with the state property of the Republic of Tatarstan, its profitability and safety.

This week in the Ministry of Economy of the Republic of Tatarstan the meeting on consideration of the Koltek-Kama project with participation of representatives of the Ministry of transport and road economy of the Republic of Tatarstan, the Ministry of the industry and trade of the Republic of Tatarstan, the Ministry of ecology and natural resources of the Republic of Tatarstan, and also representatives of the main investor of the project – the closed mutual investment fund "World" took place. The meeting was held by the deputy minister Artyom Zdunov. The project is aimed at creation in the territory of the Republic of Tatarstan of a cluster on collecting and processing of worn-out tires with the organization of production of hi-tech composite, constructional, rezino-polymeric materials and a wide range of production.

The Ministry of Economy of the Republic of Tatarstan with State Unitary Enterprise Agency by the State Order, Investment Activity and Interregional Communications of the Republic of Tatarstan carries out complex work on increase of competition of purchases in the Republic of Tatarstan, and also to improvement of conditions and procedures of their carrying out. This work gets a positive response at federal level, in particular the contract on cooperation with the Ministry of Telecom and Mass Communications of the Russian Federation is signed on January 23, 2014.
