On February 3, 2014 20 years to Fund of assistance to development of small forms of the enterprises in the scientific and technical sphere are executed. The Fund created in 1994 became the first state institute of development giving support to the small innovative enterprises in the scientific and technical sphere. The fund possesses considerable experience of support of the small innovative companies at different stages of development and creation of objects of innovative infrastructure, has 64 regional representations in the territory of the Russian Federation. In the rating of regions which is carried out by Fund, the Republic of Tatarstan for the last years annually is included in the first five of the best regions of the Russian Federation.

On January 30, 2014 protection of business projects within distance learning to bases planning business in the village took place. Action took place in the Small assembly hall of the Ministry of Agriculture and the food of the Republic of Tatarstan with participation of representatives of Regional public organization "Agrarian Youth Association of the Republic of Tatarstan", experts of the Ministry of Agriculture and the food of the Republic of Tatarstan. As the expert the head of department of financial and legal consultations of the Ministry of Economy of the Republic of Tatarstan Rasima Kashapova took part in consideration of business projects also.

For monitoring of functioning created in areas of the republic of the multipurpose centers of providing the state and municipal services (MFTs), in Uniform state system of the reporting "Reports of departments" of the Uniform information portal "Open Tatarstan" the next weekly report on MFTs work in a section of areas, including about number of the services rendered in MFTs is published.

On January 31, 2014 in a mode of a video conferencing Subcommittee meeting on use of information technologies when providing the state and municipal services of the Governmental commission on use of information technologies for improvement of quality of life and conditions of conducting business activity took place. I took part in meeting the head of department of improvement of public administration of the Ministry of Economy Gulnaz Ismagilova. During a videoconference realization questions in 2013 of actions for the organization of interdepartmental electronic interaction were considered when providing the state and municipal services, plans for 2014.

On January 31 at a session of Economic Council under RT Cabinet of Ministers on increasing efficiency of Agro-industrial complex Tatarstan President Rustam Minnikhanov said that for five years budget support in Tatarstan made more than 100 bln rubles.

Tatarstan Prime Minister Ildar Khalikov, Minister of Agriculture and Food Marat Akhmetov, heads of regional ministries and agencies, employees of banks, Academy of Sciences, and top managers of agricultural and industrial enterprises took part in the session.

According to Rustam Minnikhanov, for the last 8 years more than 9 thousand families in rural areas received subsidies for improvement of living conditions. He also mentioned construction of medical and obstetric centres and hard-surface roads in rural areas, programme “Pure water”, capital repair of schools, and Leasing-Grant programme aimed at supporting agricultural producers.

On February 6, 2014 in Kazan on "The science and technology park in the sphere of high technologies "IT park" platform(Peterburgskaya St., 52) action regional "Russian Startup Tour" startup round will take place. To participation in action regional startups, research collectives, technological businessmen, representatives of science and technology parks and business incubators, students and the teachers of higher education institutions who are engaged in scientific researches and development, investors, business angels are invited. On January 29, 2014 in the State Council of the Republic of Tatarstan meeting of the working group on development of the bill of the Republic of Tatarstan "About an order of carrying out an assessment of regulating influence of drafts of regulations of the Republic of Tatarstan infringing on interests of business and investment activity" This bill installing to the purpose and defining an order of carrying out an assessment of regulating influence of projects and examination of existing regulations, raising the questions of implementation of business and investment activity took place, was accepted by the State Council of the Republic of Tatarstan in the first reading on December 26, 2013.

The president of the Republic of Tatarstan signed the Decree of January 29, 2014 No. UP-79 "About the statement of the Order of the organization and carrying out polls of the population about efficiency of activity of heads of local governments of city districts and the municipal regions of the Republic of Tatarstan, the unitary enterprises and the establishments operating at republican and municipal levels, the joint-stock companies which controlling stake is in property of the Republic of Tatarstan or in the municipal property, services carrying out rendering to the population of city districts and the municipal regions of the Republic of Tatarstan, with application of information and telecommunication networks and information technologies". The decree is adopted in pursuance of federal Rules of an assessment by the population of efficiency of activity of heads of local governments and the organizations approved by the resolution of the government of the Russian Federation from December 17, 2012 No. 1317.

Within implementation of federal statistical supervision in a form No. 1 control "Data on implementation of the state control (supervision) and municipal control" the Ministry of Economics of the Republic of Tatarstan following the results of 2013 are generalized and sent to the Ministry of Economic Development of the Russian Federation summary statistical forms of implementation by executive bodies of the government and local governments of the republic of the state control (supervision) and municipal control. In comparison with previous year the total of inspections carried out concerning legal entities and individual entrepreneurs the ministries and departments was cut almost by half (from 38 963 checks in 2012 to 19 816 checks in 2013). The number of the revealed violations was cut also by half. The sum of the imposed administrative penalties made 42 530 thousand rubles.

Оn January 30 at his meeting with representatives of Tatarstan in the Russian Federation Council and State Duma of the Federal Assembly Rustam Minnikhanov stated that a powerful corps of members represents Tatarstan Republic in the State Duma of the Federal Assembly and it is neccesary to take advatange of this opportunity.

Chairman of Tatarstan State Council Farid Mukhametshin, Chief of Staff of Tatarstan President’s Office Asgat Safarov, regional ministries and heads of some organizations took part in the meeting.

Farid Mukhametshin said that at today’s traditional meeting it is necessary to summarize results of the work of Tatarstan representatives in the State Duma in 2013 and set tasks for this year.

Tatartsan Ministry of Economy Midkhat Shagiakhmetov made a keynote report. In particular, he reminded that the amount of the obtained federal funds from all resources made 75.8 bln rubles (72.4 bln rubles in 2012). He mentioned that 27.0 bln rubles were raised in the region under federal target and state programmes.
