The resolution of the Cabinet of Ministers of the Republic of Tatarstan No. 92 approved of 17.02.2014 the subprogramme "Promoting of working and engineering professions in the Republic of Tatarstan for 2014 - 2020 of" a state program "Assistance of employment of the population of the Republic of Tatarstan for 2014 - 2020". The Subprogramme purpose – attraction and fixing of shots of working professions and engineering specialties at the enterprises of the Republic of Tatarstan. Subprogramme tasks: 1 . Raising of prestige of working professions and engineering specialties among the population of the Republic of Tatarstan; 2 . Motivation increase at youth on receiving the professions demanded in real sector of economy.

Subordinated to the Ministry of Economy of the Republic of Tatarstan the Center of support of export invites is export the focused enterprises to participate in a specialized educational seminar on a subject "Business in the United Arab Emirates: opportunities for the companies of the Republic of Tatarstan" which will take place on February 28, 2014. As the expert of this seminar the managing partner of the INCONA company (United Arab Emirates) Alexey Busev is invited. For participation in a seminar the free is export the focused businessmen.

The Ministry of Economy of the Republic of Tatarstan updated the Republican register of socially focused non-profit organizations – recipients of support. For the beginning of 2014 the Republican register of socially focused non-profit organizations – recipients of support contains data on 386 organizations – recipients of support at municipal and republican levels which during 2010-2013 were given financial help for total amount of 973,1 million rubles, from them during 2013 executive authorities gave financial help for the sum of 519,0 million rubles, by local governments – 7,9 million rubles.

On February 20 at Road Show meeting “Tools of project support and monitoring of road maps” of National business initiative Tatarstan President Rustam Minnikhanov said that Tatarstan takes part in all projects implemented by the Agency of strategic initiatives.

The meeting was held at Mirage hotel with participation of Director General of ANO “Agency of strategic initiatives on promoting new projects” Andrey Nikitin, employees of Tatarstan ministries and agencies, energy companies, and experts.

Welcoming participants of the meeting Rustam Minnikhanov said that “road maps” of National business initiative yield results. Today we need a feedback, and use the potential of municipalities to the full, he noted.

According to Rustam Minnikhanov, Tatarstan will continue supporting projects of the Agency of strategic initiatives.

In the Federation Council of Federal Assembly of Russia under the leadership of the Chairman of Committee on agrarian and food policy and environmental management Gennady Gorbunov enlarged meeting of committee on discussion of the Protein of Russia project took place. The main report was made by the director general of the Biotekhnologii company Alexander Hermann who plans to open in Russia a network of plants on production of a proteinaceous concentrate from domestic vegetable raw materials. One of the processings up to 25,0 thousand tons such plants is supposed to be placed in the territory of Industrial park "Chistopol". The budget cost of construction of plant is estimated at 4100 million rubles, about 150 workplaces will be thus created. Besides, the company plans to open the R&D network of the centers of agro-industrial biotechnologies.

Since January 30, 2014 the Federal law of 28.12.2013 No. 416-FZ "About modification of the Federal law "About lotteries" and separate acts of the Russian Federation" came into force. Changes in the Federal law concerned powers of subjects of the Russian Federation and local governments in part: - deliveries of permissions to carrying out regional/municipal lotteries; - maintaining the state register of regional lotteries / municipal lotteries; - implementation of regional state supervision of carrying out regional lotteries, including behind target use of revenue from carrying out lotteries / municipal control of carrying out municipal lotteries, including of target use of revenue from carrying out lotteries. The specified powers became invalid.

On February 20 Tatarstan President Rustam Minnikhanov held a session of Economic Council under RT Cabinet of Ministers on contract purchasing system. 

Rustam Minnikhanov reminded that a federal law on contract system of central and local government procurement of goods, works and services came into force on January 1, 2014. 

“We have to organize work under new conditions. There are 7 thousand central and local government customers. The system has to be efficient and transparent. One of important issues is personnel training,” Rustam Minnikhanov said. 

Head of Federal state statistics service in Tatarstan Valery Kandilov made report on results of social and economic development of the republic in 2013. He noted the slowdown in construction and housing sector in January 2014, the increase in agricultural production, retail industry, oil, synthetic rubber and polypropylene production. 

He informed as well that the number of new enterprises increased by 23 per cent. 

A positive demographic situation is being observed in the republic.

On February 20, 2014 in the Cabinet of Ministers of  the Republic of Tatarstan meeting of Economic council with participation of the President of the Republic of Tatarstan Rustam Minnikhanov, devoted to transition to contract system of purchases in the Republic of Tatarstan will take place. In the meeting agenda – speech of the chief of the department of government procurements of the Republic of Tatarstan Olga Redko with the report on the main innovations of the Federal law of April 5, 2013 No. 44-FZ "About contract system in the sphere of purchases of goods, works, services for ensuring the state and municipal needs", and also about realization of powers on further regulation of contract system.

The resolution of the government of the Russian Federation of February 10, 2014 No. 89 approved Rules of implementation of departmental control in the sphere of purchases for ensuring federal needs. According to the resolution federal executive authorities, the State corporation on atomic energy "Rosatom", governing bodies of the state off-budget funds of the Russian Federation have to approve in a month regulations of carrying out departmental control. Public authorities of the Russian Federation are recommended to approve the corresponding regulations in a month. The resolution approves Rules of implementation of federal departmental control in the sphere of purchases.

On February 17, 2014 the Ministry of Economy of the Republic of Tatarstan was visited by delegation  "Business Women of Russia" within the planned program of meetings with representatives of executive authorities of the Republic of Tatarstan, the management of the city hall of Kazan, the Kazan (Volga region) Federal University, and also representatives of public organizations of Tatarstan. Nine representatives of business community of Samarstky area, the director of the Center of support of business at the Ministry of Economics of the Republic of Tatarstan Artyom Naumov took part in meeting. The deputy minister – the head of the department of support of business – Rustem Sibgatullin held a meeting.
