On October 30, 2014 at a meeting of the State Council of the Republic of Tatarstan bills of modification of laws of the Republic of Tatarstan "About establishment of a tax rate on income tax for the resident of the special economic zone of industrial and production type created in the territory of the Yelabuga region of the Republic of Tatarstan" and "About a transport tax" were considered. Bills provide establishment of preferential rates on income tax and a transport tax for the residents of a special economic zone technology development type "Innopolis".

On October 29, 2014 in JSC Technopolis Himgrad the meeting under the leadership of the Chairman of the State Council of the Republic of Tatarstan Farid Mukhametshin with participation of deputies of the State Duma of Federal Assembly of Russia from the Republic of Tatarstan, deputies of the State Council of the Republic of Tatarstan and representatives of executive bodies of the government of the Republic of Tatarstan took place.

The Ministry of Economy of the Republic of Tatarstan prepared a monthly rating of social and economic development of municipal areas and city districts of the Republic of Tatarstan in January-September, 2014. In the general rating in January - September, 2014 the leading positions were taken by Kazan (1 place), Almetyevsky (the 2nd place) and Laishevsky (the 3rd place)  municipal areas. For January-September, 2014 the greatest change of a place in a rating Drozhzhanovsky (+15 positions), Kaybitsky (+5 positions), Aktanyshsky and Menzelinsky (+4 positions) municipal areas have reached. These changes are caused by improvement of a number of indicators: decrease in level of the registered unemployment, increase in growth rates of shipment of goods of own production and growth of the tax and non-tax income.

We pay your attention to changes of the legislation which come into force since November 15, 2014 the part from which concerns activity of the enterprises which are carrying out preparation, storage, processing and realization of scrap of ferrous and non-ferrous metals. So, the changes made to part 8 of article 16 of the Federal law of 26.12.2008 No. 294-FZ "About protection of the rights of legal entities and individual entrepreneurs at implementation of the state control (supervision) and municipal control" exclude an obligation of legal entities, individual entrepreneurs to conduct a log-book of checks, replacing it with the right of maintaining such magazine.

On October 28, at a roundtable “Priorities of Tatarstan development strategy” within the framework of XIII All-Russian Forum «Strategic Planning in the Regions and Cities of Russia» Director of the Resource Centre for Strategic Planning at Leontief centre and research manager of the project “Tatarstan-2030” Boris Zhikharevich said that the first edition of the project “The strategy of social and economic development of the Republic of Tatarstan till 2030” will be presented in the middle of December.

Moderators of the roundtable were Tatarstan Prime Minister Ildar Khalikov and Chairman of the Committee of civiс initiatives, Chairman of the Expert Council of the project “Tatarstan-2030” Aleksey Kudrin.

On October 27, 2014 the Minister of Economy of the Republic of Tatarstan Artyom Zdunov participated in a meeting of board of Non-profit Partnership "Kamsky Innovative Territorial and Production Cluster" . Reports on the main directions of development of the enterprises were made by the CEO of JSC Korib Oleg Korobchenko and the CEO of JSC Magnoliya Sergey Mayorov.

On October 28, at a plenary session “Plans and reality: opportunities and restrictions of the new system of strategic planning in conditions of developing political and economic situation” within the framework of XIII All-Russian forum “Strategic Planning in the Regions and Cities of Russia” in St. Petersburg, Tatarstan Prime Minister Ildar Khalikov said that strategic planning is important today.

The moderator of the session was the dean of the Department of liberal arts and sciences of St. Petersburg State University, Chairman of the Committee of civiс initiatives Aleksey Kudrin.

The session was organized as an open discussion of leading Russian experts.

The investment memorandum of the Republic of Tatarstan is annually develop for increase of efficiency of interaction of participants of investment activity in the Republic of Tatarstan. The memorandum establishes the main priorities of development of investment activity in republic and directed on formation of bases (contours) of economy of the future, economy of knowledge, economy which will allow to provide further improvement of quality of life of the population to the level of the international standards. This document is recommended as a basis during the developing and the approval of plans of investment activity by subjects of investment activity.

On October 27, 2014 the Minister of Economy of the Republic of Tatarstan Artyom Zdunov held meeting with representatives of the Japanese companies RIKEN and DNAFORM concerning creation of RIKEN-eidos joint venture for development and production of systems of genetic express diagnostics. The director of the Innovative program of transmitting medicine and diagnostics (PMI) of a network of RIKEN institutes (Japan), honourable professor of Carolinian institute (Sweden) and Kvislend university (Australia) doctor Yoshikhide Hayashizaki, the director of the international patent bureau, the board member of the DNAFORM company Koichiro Tsudzhimar and the CEO of JSC Eydos-Meditsina Lenar Valeev participated in a meeting.

On October 27, 2014 in the Ministry of Economy of the Republic of Tatarstan took place a meeting of the Minister of Economy Artyom Zdunov with the director of Autonomous Non-Commercial Organization "Japanese Center" Satake Akikhiko and the representative of Club of Leaders of Autonomous Non-Commercial Organization "Agency of strategic initiatives of promotion of new projects", the director of the legal and consulting company "Strategiya" Vladislav Semenov. The head of representation of Autonomous Non-Commercial Organization "Agency of strategic initiatives of promotion of new projects" in the Volga Federal District Raphael Zaynutdinov also took part in meeting.
