On April 28, 2015 from 13.00 till 17.00 in buildings of MFTs functioning together with territorial divisions of Federal Registration Service in municipal areas and city districts of the republic Management of Federal Registration Service across the Republic of Tatarstan in common with specialists of Federal State Budgetary Institution Federal Cadastral Chamber of Federal Registration Service in the Republic of Tatarstan, GU "Office of the Pension Fund of the Russian Federation across the Republic of Tatarstan", Offices of the Federal Tax Service in the Republic of Tatarstan, local governments, Federal State Unitary Enterprise Russian State Center of Inventory and Accounting of Objects Nedvizhimosti-Federalnoye Bureau of Technical Inventory across the Republic of Tatarstan spends the "Uniform day of consultations" for citizens concerning registration of the property rights to real estate dated for anniversary of the Victory.

The draft of the federal law "About federal, regional and municipal control in the Russian Federation", developed by the Ministry of Economic Development of the Russian Federation came to the Ministry of Economics of the Republic of Tatarstan for consideration.

The new bill of control and supervising activity enters risk - the focused approach in the organization of control (supervision) in the Russian Federation that will allow to lower or exclude sharply carrying out checks concerning most of the legal entities or objects which aren't bearing serious public risks to optimize system of the state control (supervision), and also to strengthen protection of the rights of business when carrying out control actions.

Today within the II International conference "Partnership for Development of Clusters" I passed a number of seminars at which foreign guests of conference shared the experience cluster development.

So, on a round table on a subject: "Activation of interaction of clusters of Russia with clusters of Southeast Asia" as which moderator the Director of the international projects of JSC RVK Oleg Plaksin acted, processes of formation of clusters in Southeast Asia, in particular in China, Singapore and Japan were discussed. During a round table the CEO of development department and support of business of Corporation of industrial clusters of the Republic of Korea (KICOX) Ng Hu ÜáÑ, the deputy director for strategy, innovations and business of National research fund of Office of the Prime minister of Singapore Doctor Paulina Erica Tai Siok Hong and the President of the Harbin international Center of a transfer of technologies discussed (China) together with participants the international practicians of creation and development of clusters who can be effectively used in Russia, methods of search of foreign partners for implementation of joint projects. Foreign guests noted that now increase of competitiveness of local business and economy in general by means of cluster initiatives becomes one of basic instruments of realization of industrial capacity of the countries of Southeast Asia, and positive dynamics of development of economies of these countries is in many respects based on strong positions of separate clusters – engines of competitiveness.

Within the second day of work of the II International scientific and practical conference "Partnership for Development of Clusters" a number of round tables and seminars of the clusters devoted to development and realization of cluster policy, advance of cluster initiatives of Russia took place.

So, I passed a seminar on the subject "Advance of Cluster Initiatives at the Federal Level" as which key speaker the head of department of innovative projects of Department of social development and innovations of the Ministry of Economic Development of the Russian Federation Semyon Vuymenkov acted. The representative of the federal ministry step by step considered mechanisms of strategic planning, and also plans for their realization on the example of the Ministry of Economic Development of the Russian Federation.

By the order of the Cabinet of the Republic of Tatarstan from 22.04.2015 No. 723-r the List large, economically and socially significant (systemically important) enterprises and the organizations of the Republic of Tatarstan which are carrying out the activity in the territory of the Republic of Tatarstan for 2015 is approved .

On April 24, 2015 within the II International scientific and practical conference "Partnership for Development of Clusters" there passed the round table devoted to discussion of experience of introduction of economical production in the organizations of a cluster.

The head of practice of the JSC Stratedzhi Partners Group company Sergey Lozinsky (moderator), the manager of projects of practice "Operational efficiency" of the JSC Stratedzhi Partners Group company Konstantin Shelyastin, the deputy head of department of Executive committee of the city district Naberezhnye Chelny Radmir Belyaev, the first deputy director of GAU "Center of Innovative Development and Cluster Initiatives of the Samara Region" Konstantin Serov, the deputy CEO of JSC Agency of Innovative Development — the Center of Cluster Development of the Kaluga Region Irina Novikova, and also representatives of the enterprises of the republic and regions of Russia participated in a meeting of a round table.

The Ministry of Economic Development of the Russian Federation prepared the draft of the resolution of the government of the Russian Federation according to which it is planned to forbid purchases for the state and municipal needs of some foodstuff coming from the foreign states. In particular,  in the list of such products are included : beef and pork (the steam room which cooled down, cooled), fish (fresh or cooled), butter.

The initial version of the document allowed implementation of purchases of products from the specified list only if they are completely made or subjected to sufficient processing in the territory of the Russian Federation, Republic of Belarus and the Republic of Kazakhstan. In the new edition the draft of the resolution Armenia is added to the list of the countries.

Confirmation of compliance of the country of origin of foodstuff will be the certificate of origin which has to be issued by the rules established by the Agreement of the Governments of the State Parties of the CIS countries of 20.11.2009.

The considered draft of the Resolution undergoes procedure of an assessment of the regulating influence on the Uniform portal for placement of information on development of drafts of federal acts now.

The Ministry of Economics of the Republic of Tatarstan as the licensing body is interested in the most effective providing to businessmen service in licensing for work with scrap of metals that, in turn, is caused by degree of readiness of the documents submitted by the competitor of the license, the licensee.

For this purpose we suggest competitors of the license, licensees to use more widely possibilities of independent access to various departmental electronic information bases that will lead to saving of time when receiving service in the ministry, material resources at a choice and acquisition of the necessary for implementation licensed equipment kind of activity, and also clarity of understanding of the course of carrying out by the ministry of examination of the submitted documents.
