The Government approved the plan of actions for implementation of the Innovation Development Strategy of Russia for 2017–2018

The Chairman of the RF Government, Dmitry Medvedev, signed a direction, prepared by the Ministry of Economic Development of Russia on ensuring implementation of provisions of the Innovation Development Strategy of Russia for 2017–2018 within scope of its second stage.

The plan of actions for implementation of provisions of the Strategy in 2017-2018 has been approved by this document.

The plan includes a set of regulatory and organizational actions aimed at creating competencies for innovation, increasing the innovation activity of business, developing the research and development sector, financing innovation activity, the development of the innovations' infrastructure, and the establishment of mechanisms to support legal protection of the results of promising Russian developments.

The Strategy of Innovation Development of the Russian Federation for the period up to 2020 was approved by the Direction No. 2227-р of the Government dd. December 8, 2011. The Strategy envisages two stages of its implementation.

Within scope of the first stage (2011–2013), the key state programs have. These programs exercise significant influence on achieving objectives of the Strategy, whereas they include the actions for development of the national innovative system. Implementation of plans of actions ("road maps") for the development of new industries has been initiated.

In addition, the innovative development programs of the 60 largest companies with state participation have been approved. 35 technology platforms have been created. A system of grants and support for loan financing of innovative business projects within scope of the state program "Development of industry and improvement of its competitiveness" and work of development institutions has been shaped.

To solve the tasks of the second stage of the Strategy (2014–2020) the plan of actions for implementation of the provisions of Strategy in 2015-2016 was approved by the Direction of the Government No. 373-р dd. March 6, 2015. It envisaged the measures to improve the educational system, to popularize scientific, technological and innovation activities, to develop a system of state support for scientific and technical creativity of children and youth, to ensure efficient implementation of programs of the innovation development of companies with state participation, to create mechanisms of stimulating demand for innovations, to modernize the structure of the research and development sector of innovative activities, to create mechanisms of supporting legal protection of the results of perspective commercial developments of the Russian innovative companies, improvement of the grade of Russia's integration into the world processes of creating and using innovations, implementation of programs of development of innovative territorial clusters.
