The Prime Minister - Dmitry Medvedev signed the order of the Government of the RF No. 1650-R, expanding the list of documents, requested and received through interdepartmental information interaction between the state control authorities (supervisory) in organizing and conducting inspections from other bodies and organizations, possessing the documents. The changes have been developed by the Ministry of Economic Development of Russia in fulfillment of the Federal Law 306-FZ and are aimed at reducing the administrative burden on legal persons and individual entrepreneurs in the conduct of inspections. It will also allow reducing costs and optimizing the performance of inspectors.
Since July 1, 2016, state authorities have been prohibited to require from legal and individual entrepreneurs the documents, being in possession of other state authorities: They should be requested and provided within 5 working days, mostly electronically, within scope of the interdepartmental cooperation.
Currently, the list approved by the Russian Government contains about 200 such documents provided by 40 agencies. About 30 documents are added according to the signed order. These in particular include the licences to carry out activities for collection, transportation, processing, reclamation, disposal, disposal of wastes of hazard class I-IV (supplier- Rosprirodnadzor), information from the State Register of hazardous production facilities (supplier-Rostekhnadzor), information on the issue of the International Certificate of Protection of the Vessel (supplier-Rosmorrechflot) and others.
"Since the moment of adopting the law on state services in 2010, the process of their rendering has been greatly simplified, thanks to the interdepartmental interaction. We are now disseminating this experience to the monitoring and supervisory activities. In aggregate this should lead to the reduction of administrative burden over the business and optimization of the inspections execution mechanism", - clarified Deputy Minister of Economy Development of the RF - Savva Shipov.
