The road map of the STI "Circle movement" is designed to coordinate the actions of the executive authorities, state and private companies, public and private educational institutions, social organizations and individual technological enthusiasts to implement initiatives, aimed at ensuring Russia's success in global competition for talents.
The STI circle within scope of the road map is understood as the simplest form of self-organization of amateur technology enthusiasts, united by studies and creation of new and implemented projects in the interests of the development of markets and crosscutting STI technologies.
The strategic objective of "the road map" is to create a self-organizing mixed-aged community of enthusiasts, to address technological challenges of new markets and successful cope with them ("Circle movement"). The main mass of this community shall be formed by today 12-16-year-old schoolchildren - participants of technology circles. The implementation of the road map on the far horizon (15-20 years) will result in the creation by 2025 of a pool of Russian technology companies by forces of the "second-generation" of STI, the participants in the circle movement.
The projects submitted for selection, should address one of the following tasks of the road map:
Task No. 1 ("Networks"): implement the digital management of talents within scope of the "Circle movement", providing community members with tools to build an intelligent human-machine system for managing their own competencies and decision-making; to ensure the cohesion of the movement and to establish mechanisms to ensure the unity of the community, both through information technologies (digital services, forums, portals) and other social engineering decisions (conferences and convention, project and foresight sessions).
Task No. 2 ("Challenges"): create a system of technological competitions, contests, Olympiads, stimulating technological enthusiasts for research and creativity in markets and through STI technologies.
Task No. 3 ("Resource Centres"): create a network of resource centers (hackerspces, Fab Labs, Children's technoparks), allowing a technological enthusiast in any part of Russia to gain access to the experts and equipment, needed to implement his project, and to involve the visitors of resource centres in the "Circle movement" of the National Technology Initiative and addressing the challenges of STI.
Task No. 4 ("Activities"): create a network of activities (project schools, fairs, festivals) ensuring the unity of values and the activities of the "circler movement".
Task No. 5 ("Mentors"): engage adult technology enthusiasts into the "circle movement" (as project leaders, moderators, consultants, and training masters) who are competent and able to interact with schoolchildren in a non-prescriptive manner.

You must complete the project summary template to submit the application. The projects that have been selected, will be supported by the Working Group "Circle movement". They will be provided with methodical, informational, administrative and financial support.

The Action Plan ("the road map") for the development of the circle movement of the National Technology Initiative (NTI) was approved at a meeting of the Presidium of the Council for modernization of the economy and innovation development of Russia, held on July 18, 2017 under the chairmanship of the Prime Minister of the Russian Federation, Dmitry Medvedev.
