A competition for granting subsides from the budget of the Republic of Tatarstan for non-profit organizations, implementing socially significant projects

From August 14, 2017 the Ministry of Economy of the RT will hold a Contest for granting subsides from the budget of the Republic of Tatarstan to non-profit organizations (hereinafter - NPO), implementing socially significant projects. Pursuant to the Decree of the Cabinet of Ministers of the RT dd. 04.04.2017 # 640-p, the General Fund of the contest amounts to 35 mln RUB.

The contest is held in accordance with the Procedure of granting on the competitive basis of subsides from the budget of the Republic of Tatarstan to non-profit organizations, implementing socially significant projects, approved by the Decree of the Cabinet of Ministers of the Republic of Tatarstan dd. 08.08.2017 # 565 "On approval of the Procedure of granting on the competitive basis the subsides from the budget of the Republic of Tatarstan to non-profit organizations, implementing socially significant projects" for two directions:

1. Creating conditions for improving the quality of life of citizens.

Within scope of the indicated directions - the Contest is held on the following nominations:

• improving the availability of objects of social infrastructure;

public participation and support for citizens ' initiatives in taking decisions related to the issues of urban development;

• development of the social and cultural space of municipalities, improvement of the quality of leisure and the accessibility of cultural benefits;
• promotion of the ideology of healthy lifestyle and creation of conditions for active longevity;
• development the system of continuous environmental education and public education, including the implementation of educational programs for horticultural societies;

1. Development of civil and political culture.

Within scope of the indicated directions - the Contest is held on the following nominations:

• development of civil competencies, skills and traditions of constructive dialogue in the discussion of social and political issues;
• patriotic education of young people based on a rich historical heritage; helping to strengthen the family institution and family values;
• development of civil society institutions and volunteering.

The non-profit organizations, registered in accordance with the procedure established by the law and exercising on the territory of the Republic of Tatarstan, pursuant to all constituent documents, the kinds of activities, provided for in Article 31.1 of the Federal Law "On non-profit organizations", not less than one year before the day of the announcement of the competition, may take part in the Contest.

The start/end date for collection of applications to take part in the Contest - from August 14 to September 27, 2017.

The order of documents reception:

The application for participation in the Contest should be submitted personally by the applicant in the established form or by his authorized representative on paper and electronic media or sent by mail with the mark "For the contest" at the address:

420021, Kazan, Moskovskaya Str., 55 (documents, sent by mail should have the stamp with the send date with enclosure of

• a project with a duration period of not more than 12 months;
• a copy of the Charter of a non-profit organization;
• statements from the Unified State Registry of Legal Entities with information on the applicant, issued not earlier than three months prior to the date of acceptance of the applications;
• a reference on the taxpayer's fulfillment of the duty to pay taxes, fees, insurance premiums, penalties, fines, interest;
• a copy of the financial statements for the previous fiscal year, submitted by the NPO to the Department of the Ministry of Justice of the RT;
• a reference, signed by the director and the chief accountant of the NPO, confirming the absence of arrears in the return to the budget of the Republic of Tatarstan of subsidies, budgetary investments, provided in accordance with other legal acts;
• copies of the valid license (for kinds of activities under the project, subject to licensing);
• an arbitrary commitment of the NPO to finance the project and/or the letter of guarantee of the representative body of the Municipal District (city district) to provide support to the NPO for the financing of the project, and (or) the decision of the representative body of the Municipal District (city district) to provide support to the NPO. It is understood however that the total scope of project funding should be not less than 30% of the total cost of the project;
• a list of the attached documents, containing the name of all attached documents.

One NPO may submit only one application, in which one project is submitted for participation in the competition.

The application and documents, indicated in the item 18 of the Procedure for granting, on a competitive basis the subsidies from the budget of the Republic of Tatarstan to non-profit organizations, implementing socially significant projects, should be filled in all the items, covered, restated, numbered and certified by the seal and signature of the NPO's authorized official. All the documents must be clearly printed. Clean-ups and corrections are not permitted, except for corrections, certified by the seal and signed by the authorized official of the NPO.
