Procedure of interaction between MFC and FTS within scope of a service for state registration of entrepreneurs will be facilitated

A draft federal bill “On introduction of changes into the Federal Law “On state registration of legal entities and individual entrepreneurs” and invalidation of separate provisions of acts of law of the Russian Federation (in part of interaction of the registering authority with multi-functional centers for providing state and municipal services at state registration of legal entities and individual entrepreneurs” was submitted by a relative direction of the RF Government  dd 25.03.2017 № 541-р to the State Duma of the Russian Federation.

The draft bill provides that the documents submitted to the multifunctional center of state and municipal services (MFC, offices “My Documents”) required for state registration of legal entities and IE, shall be submitted to the MFC, not later the working day, following the day of their receipt, to the registration body electronically, signed by strengthened qualification signature, with usage of a unified system of interagency interaction.

Based on the results of consideration of the documents received from the MFC, registration authority not later than within one the working day, from the expiry of the term for the State registration, sends a corresponding document electronically to the email address of the legal person or IE, as well as to the MFC. Upon request of the applicant, MFC shall provide to the applicant paper documents, confirming the content of these electronic documents.

The draft bill also provides that when sending documents to the FTS of Russia by post or directly to the registering authority, including in electronic form, the Federal tax Service of Russia at the applicant's request shall give him a hard copy document.

The proposed changes will enable to optimize and standardize mechanisms of interaction in the process of provision of public services for registration of legal entities and individual entrepreneurs, when applicants address directly to the registration body (FTS of Russia), through the MFC, transfer interaction of the registering body and MFC in paperless form refuse from using the mailing.
