Treasury Control body will no longer affect the terms of placing in the UIS the data on state procurements

Pursuant to the Decree of the Government of the Russian Federation No. 315 of 20.03.2017, except for certain provisions, the validity of the Decree of the Government of the Russian Federation No. 1367  of 12.12.2015 “On the order of exercising control envisaged by section 5 of Article 99 of the Federal Law “On the contract system in the area of procurement of goods, works and services for state and municipal needs” (Decree No. 1367) providing placement in the Unified Information System (UIS) the data on procurement only after the Treasury Control has been suspended.

This decision will apply to the customers who make procurements for Federal needs, up to January 1, 2018 and in respect of the remaining customers - until January 1, 2019.

We would like to add that the Government made several amendments to the Decree No. 1367 which refer to Treasury Control. For example, the Treasury Control will be carried out also in respect of the specialized organizations and organizers of joint contests or auctions, where they form and place the control objects in UIS.

We would like to remind, that the Republic of Tatarstan has a number of organizations whose activities are aimed at improving procurements. One of such organizations is the State Unitary Enterprise “Agency for State Order, investment activities and interregional relations of the Republic of Tatarstan”, which has developed a variety of resources in the field of procurement transparency and easy access for small and medium business, namely, electronic trading platforms, mzio.zakazrf.ru old.zakazrf.ru, flow, system "4 sales", sale.zakazrf.ru, portal smb.tattis.ru.
