The II International Forum "Intellectual property and economy of the Russian regions" started its work in the city of Kazan

Chairman of the State Council of the Republic of Tatarstan Mr. Farid Mukhametshin opened the II International Forum "Intellectual property and economy of the Russian regions" on February 8, 2017 in the city of Kazan on the platform of SAU "Techno Park” in the sphere of high technologies “IT Park”.

The events of the Forum were arranged with the support of the Government of Tatarstan, the Federal Service for Intellectual Property (Rospatent), the Federal Institute of the Industrial Property and the World Organization of Intellectual Property (WOIP).

Deputy Chairman of the Council of Federation of the Federal Assembly of the Russian Federation, Chairman of the Council for issues of intellectual property of the Council of Federation of the Federal Assembly of the Russian Federation - Mr. Ilyas Umakhanov, Head of Rospatent - Mr. Grigoriy Ivliev, Chairman of the State Council of the Republic of Tatarstan - Mr. Farid Mukhametshin, Minister of Economy of the Republic of Tatarstan - Mr. Artem Zdunov and heads of federal state authorities, representatives of WOIP, big companies, scientific and educational institutions, leading Russian and foreign scientists took part in the forum.

The plenary session, the 5th Congress of technology and innovation support centers of the Russian Federation and the topic exposition became key events of the Forum "The intellectual potential of the Republic of Tatarstan".

While opening the plenary meeting Mr. Farid Mukhametshin noted that a big work was carried out for the development of innovation infrastructure, ensuring forward positions in federal rankings, participation in federal support programs. The largest network of technology and innovation support centers, which simplifies access to technical knowledge and patent information, as well as the network of centers of youth innovative creativity are work now in Tatarstan. Their work is focused at identifying talented youngsters and developing their entrepreneurial skills. "In Tatarstan we tried to preserve the spirit of innovation and inventiveness, which appeared during the Soviet period era."

"This is the potential, which exists and needs to be implemented," - specified in his speech the head of Rospatent Mr. Grigory Ivliev, speaking about inventions, registered in Tatarstan.

"For several years we have been trying throughout the country to push from the top the technology and innovation support centers, and Tatarstan now shows the natural growth. Even during this week we recorded two more technology and innovation support centers. In total there are 22 centers — this is a foundation for technological development, influencing the whole country", — said Mr. Grigory Ivliev.

In November, 2013 within scope of opening the first Forum in Kazan, Chairman of the Federation Council of RF - Mrs. Valentina Matvienko, drew attention to the need of improving incentives and motivations for the timely introduction of innovations, the use of public-private partnership tools in their commercialization. And as Mr. Farid Mukhametshin noted today, "it is critically important today to keep a balance between public and private funding of innovation activities, as well as to make the most effective use of budget funds".

At the end of the event, the President of the State Council of the Republic of Tatarstan added that the Forum would become an important element in popularizing intellectual property and scientific activity, both in our republic and in the whole country.

The Forum will last until February 10.
