Check lists - is a new driver in the implementation of control in activities of small and medium sized businesses

The Ministry of economic development of the Russian Federation has sent to the Government a draft decree, which approves the general requirements for developing check-lists, which will be used for inspecting small and medium sized businesses. The adoption of such draft is aimed as reduction of the level of administrative burden on entrepreneurs from the side of supervisors.

The document establishes requirements, mandatory for federal bodies of executive power, exercising the State control (supervision) that within a three months period after the adoption of the document will have to make changes, focused to the mandatory application of the check- lists.

Check lists - is a new tool for monitoring, which envisages conducting routine inspections on an approved list of issues. The inspector during the inspection of the entrepreneur will fill in the form of a check list with answers to questions, which must show the availability of violations.

It is assumed that the form of a check list prior to its approval will be subject to a mandatory preliminary discussion at meetings of public councils, created by the bodies of state control (supervision). Besides, the check list will be mandatorily submitted for a public discussion.

For conducting joint inspections the unified check lists elaborated  and developed by heads of several bodies of state control (supervision) may be applied.

The approved check lists will be published on the official websites of the authority of state control (supervision), authority of municipal control and in the information-telecommunication internet network. Thanks to this the legal entities and individual entrepreneurs will be able to carry out a preliminary self-test.
