Amendments to the Law on arrangements for access of SME legal entities to procurements were moved to the State Duma

Amendments to Draft Federal Law# 821534-6 “On amendments to Federal Law “On procurement of goods, works and services by separate types of legal entities” prepared by Economy Development Ministry of Russia were moved to the RF State Duma.

The Law was elaborated in execution of item 31 of prioritized measures plan

for stable development of economy and social stability in 2015.

The document is intended for enlarging SME access to procurements in accordance with  223-FL. The amendments specify group of persons who do not fall under this Law operation, determine full list of procurement procedures, and define capability of customer’s affiliates to join procurement regulation of parent companies, as well as right of RF Government to fix procurements volume binding for customers in electronic form. 

Draft Federal Law #821534-6 was moved to the State Duma by the Government Decree of June 22, 2015 #1145-r.  It was adopted at the first reading on September 15, 2015.
