Today, panel discussion of the best practices of Russian innovative clusters management took place in the Russian Presidential Academy of National Economy and Public Administration.
The panel discussion was attended by State Secretary - Deputy Minister of Economic Development Oleg Fomichev, and representatives of the executive authorities of 11 regions in the territory thereof the innovation clusters are successfully operate, and which have become participants of priority project “Development of innovative clusters - world-class investment attractiveness leaders” of the Ministry of Economic Development of the Russian Federation”.
Winning clusters are established on the base on the recognized innovation-driven growth areas and over the last years have made real progress in developing foreign market- minded innovative business models and integration into global scientific-production industrial chains.
Herewith, communication with foreign clusters and territories – leaders for adaptation of the most effective management practices has been consistently developed.
The success stories came into sight – establishment of world-class innovation infrastructure facilities, entry into highly competitive foreign markets and etc.
As a consequence, despite volatile economic environment and sanctions, the cluster-leaders, according to many key indicators, managed to maintain positive and outperforming other Russian regions dynamics.
However, management structures and technique in many respects do not meet the very ambitious goals, which clusters set for themselves in the midterm, as well as new challenges for their development, including resource restrictions.
In particular, non-marketable management model focused on government funding has entrenched over the last years. Management teams are lack of sufficient experience and qualifications to compete at the international level.
Traditionally, inadequate attention is paid to such important challenge of promotion to the foreign markets as development of the region brand.
Thus, within the panel discussion series of steps to improve management quality of clusters development have been considered, including on the basis of inter-cluster dialogue.
Minister of Economy of the Republic of Tatarstan Artem Zdunov reported on the successful experience of “Non-Commercial Partnership “Kamsky Innovative Territorial Production Cluster” Association activities and prospects of further development of the Republic of Tatarstan Kamsky Cluster.
