The conclusion of the contract following the results of a cancelled sealed-bid auction

Development department of contract system of the Ministry of Economic Development of the Russian Federation in the letter of September 19, 2016 No. D28i-2574 explains that in case on a sealed-bid auction only one participant from allowed to participation in a sealed-bid auction was and the application of such participant conforms to requirements of documentation on purchase, then with this participant the contract as  with the only supplier (the contractor, the performer) according to point 24 of part 1 of article 93 of the Law No. 44-FZ is concluded.
It should be noted that in a case when any of the allowed participants on holding a sealed-bid auction didn't come and also a case when on a sealed-bid auction only one participant from allowed to participation in a sealed-bid auction was, at the moment are accurately not regulated by the Law No. 44-FZ.
