For whose expense citizens will be given access to information

The Ministry of Economic Development of the Russian Federation has published the negative conclusion of RIA on the draft of the federal law "About modification of separate acts of the Russian Federation regarding ensuring the right of citizens for access to information", developed by the Ministry of Telecom and Mass Communications of the Russian Federation.

According to the developer's position, the draft of the act is prepared for development of information and telecommunication infrastructure, granting on it basis of high-quality services and ensuring high level of availability of the population for the Internet network. It is supposed that each new project of construction of a multiroom house without fail has to provide necessary infrastructure and the equipment for investment of funds of communication, broadband access to "Internet", etc. However in explanatory materials the analysis of the designated problem, its relevance for all cities and settlements (taking into account population), and expediency of formation of uniform approach to them isn't submitted. The Ministry of Economic Development believes that this question isn't actual for the large cities of the Russian Federation any more, and the problem is solved without introduction of special state regulation. Whereas the requirement is offered to be applied everywhere, without economic validity and without real opportunities of connection to "Internet".
