The Ministry of Economic Development of the Russian Federation wants to leave one platform for state procurements

The Ministry of Economic Development of the Russian Federation (MED) suggests to leave only one platform for carrying out government procurement instead of 160 which at the moment are available in the market.

The deputy minister of economic development Eugeny Elin is convinced that elimination of the competition between trading floors has a number of advantages.

"A number of goods (food, stationery and other) can be bought as in online store — it isn't necessary to announce a competition, to plan purchases. To the supplier it is more simply and the cheapest way to be registered, trace the announced competitions , to the regulator — to control, the risk of information leakage decreases" — marks out the deputy minister.

The Federal Antimonopoly Service (FAS) doesn't support this offer of the Ministry of Economic Development of the Russian Federation including what it will lead to increase of expenses of the federal budget, decrease in stability of functioning, and also will negatively affect quality of work of the state procurements system.

The service has reminded that creation and functioning of platforms, carrying out purchases on them is free for the state and participants of purchases, all information on purchases is available without restrictions on the website zakupki.gov.ru, and platforms are in competition conditions among themselves and are forced to increase quality of the services.

According to department, it is necessary to develop the existing model of electronic procurement and to adopt soon the bill of the transfer of all purchases to an electronic form on the basis of commercial electronic platforms.
