Parliament approved measures to increase the transparency of the practices and requirements of Supervisory bodies

The Federation Council has approved the federal law making changes in 294-FZ "About protection of the rights of legal entities and individual entrepreneurs at implementation of the state control (supervision), municipal control".

One of the innovations which are most expected by representatives of business is an exception of the current law of the provision on verification of the obligatory requirements which are contained in acts of RSFSR and the USSR. New edition obliges control supervisory authorities to prove establishment by the legislation of the Russian Federation of obligation of application of concrete acts of the Soviet period.

Obligatory identification of the identity of the applicant when giving is entered into control authorities of electronic complaints to businessmen, and also the rule of an obligatory preliminary estimate of the facts which are contained in complaints. These measures are urged to protect businessmen from unscheduled inspections on the basis of the complaints containing false or unreliable information and also to reduce the number of electronic complaints which were often used as means of unfair competition for the organization of unscheduled inspections of competitors.
