The State Duma has adopted in the third reading the bill on replacement of a penalty by the prevention at the first violation in business

On June 22, 2016 the State Duma of the Russian Federation in the third reading has approved the project Federal Law "About Modification of the Code of the Russian Federation about Administrative Offences" providing application to subjects of small and average business of administrative punishment exclusively in the form of the prevention at primary identification during control and supervising actions of the violations allowed by them.
The adopted bill defines that if article Administrative Code prescribes administrative punishment in the form of the prevention, then for for the first time the violation made by the subject SAB to it is appointed this type of punishment on condition of lack of harmful consequences from such violation (for example, infliction of harm or threat of infliction of harm of life and to human health).
